DIRECTIVE

ON ENFORCING ECONOMY AND COMBATING WASTAGE

In recent times, various sectors and levels have paid attention to implementing thrift and combating waste, achieving certain results.

In the context of many difficulties facing the country, strengthening economy and combating wastage, especially in the use of state budget, is of great significance, contributing to reserving resources for investment development,For power plants invested under the Build-Operate-Transfer (BOT) model, n is determined according to the operational period of the power plant stipulated in the BOT contract.social security, and other urgent important tasks. Ddevelopment To strengthen economy and combat wastage in the use of state budget, the Prime Minister requests Ministers, Heads of ministerial-level agencies and agencies under the Government, other central agencies, Chairpersons The of provincial people's committees under the central government, Chairpersons of management councils, members of boards of directors, General Directors, Directors of economic groups and state-owned corporations to focus on implementing and the following tasks:

1. Review and strictly manage all expenditures to ensure compliance with approved budgets and regulations; strictly implement effective measures to prevent loss and wastage. Do not supplement funds outside the assigned budget for purposes such as purchasing cars, organizing conferences, seminars, commemorative events, festivals, domestic and foreign trips, and unnecessary urgent tasks.

2. Strictly control construction investment expenditures; thoroughly economize on regular expenditures, particularly those related to: purchasing official vehicles; organizing festivals, conferences, seminars, summaries, signing ceremonies, groundbreaking ceremonies, awarding titles, signing competitions, receptions... Implement appropriate and effective measures to thoroughly reduce costs for electricity, water, telephone, office supplies, and other expenses.

3. Organize year-end summary conferences and sectoral conferences to implement the National Assembly’s Resolution, the Government’s Resolution, and the Prime Minister’s directives on the socio-economic development plan and state budget for 2013 through online methods. Ministries and agencies should enhance the use of online meetings in directing operations and handling related matters, minimizing the organization of face-to-face meetings to save conference organization, travel, and accommodation costs for delegates (except for meetings with classified information).

4. Carefully review inspection programs, audit programs, and downward delegation teams to ensure they are streamlined, economical, and effective; strictly prohibit the organization of receptions that cause excessive costs for subordinates and related parties.

5. Strictly implement the Prime Minister's directive on practicing economy during overseas trips as stated in Circular No. 8743/VPCP-QHQT dated November 1, 2012 of the Government Office. Focus on allocating funds for negotiation delegations and tasks assigned according to regulations; minimize study tours, surveys, and experience exchanges abroad, including technical assistance projects, ODA projects, and
projects using state budget funds.

6. Organize and implement

a) Ministries, ministerial-level agencies, agencies under the Government, and People's Committees of provinces and centrally-administered cities, economic groups, and state-owned corporations:

- Develop an Action Program to strengthen economy and combat wastage, clearly outlining objectives, indicators, tasks, specific solutions for each field, each budget item, each budget user unit, and the responsibility for comprehensive reporting, monitoring, and supervising implementation by competent agencies.

- Focus on directing organizations, units, and individuals within their jurisdiction to strictly and effectively implement this Directive and the Action Programs of each ministry, agency, and locality.

- Report quarterly on the implementation situation before the end of each quarter to the Ministry of Finance.

b) The Ministry of Finance will consolidate and monitor the implementation of the Directive by ministries, agencies, localities, economic groups, and state-owned corporations; report quarterly to the Prime Minister.
