Supplementary guidance on regional allowances for military forces

Pursuant to Article 8 of Decision No. 574/TTg dated November 25, 1993 of the Government supplementing certain benefits for civil servants, employees, administrative and public service staff, military forces, and social policy beneficiaries, after reaching consensus with the Ministry of Finance, the Ministry of National Defense, the Ministry of Interior, and the Ministry of Labor, Invalids and Social Affairs, this supplementary guidance on regional allowances for military forces is hereby issued as follows:
I. ELIGIBLE RECIPIENTS OF ALLOWANCES
Non-commissioned officers and soldiers of the Vietnam People's Army and the People's Public Security Force who receive subsistence allowances.
II. LEVELS OF REGIONAL ALLOWANCES
The level of regional allowance is calculated according to the coefficient specified in Point 1 and Point 4 of Decree No. 25/CP dated May 23, 1995 of the Government based on the specific level of rank allowance for a private second class:

The regional allowance coefficient is specifically applied to localities and units as stipulated in the annex attached to Circular No. 15/LDTBXH-TT dated June 2, 1993 of the Ministry of Labor, Invalids and Social Affairs. Recipients as defined in Section I who are stationed in any area shall be entitled to the regional allowance coefficient prescribed for that area.
III. METHOD OF PAYING REGIONAL ALLOWANCE
Implemented in accordance with Circular No. 15/LDTBXH-TT dated June 2, 1993 of the Ministry of Labor, Invalids and Social Affairs.
IV. IMPLEMENTATION
This circular takes effect from April 1, 1993.
The Ministry of National Defense and the Ministry of Interior shall guide units in implementing the contents prescribed in this circular./.
