Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/ND-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 99/2010/NĐ-CP dated September 24, 2010 of the Government on policies for payment for forest environmental services;

Pursuant to Decision No. 2284/QD-TTg dated December 13, 2010 of the Prime Minister approving the project "Implementing Decree No. 99/2010/ND-CP dated September 24, 2010 of the Government on policies for payment for forest environmental services";

Pursuant to Decision No. 49/QD-BNN-KH dated January 11, 2012 of the Minister of Agriculture and Rural Development approving the supplementary list of new basic investigation projects for 2012 and assigning management tasks;

Pursuant to Decision No. 69/QD-TCLN-KHTC dated March 1, 2012 of the Director General of the Forest Management Department approving the outline, budget estimate, and bidding plan for the project "Determining the area of forests within watersheds covering two provinces or more as a basis for implementing policies on payment for forest environmental services";

At the proposal of the Director General of the Forest Management Department and the Director of the Vietnam Forest Protection and Development Fund,

DECISION:

Article 1. The forest area within watersheds covering two provinces or more is hereby announced as a basis for implementing policies on payment for forest environmental services as follows:

Article 2. Implementation:

1. The Vietnam Forest Protection and Development Fund: Coordinate the payment for forest environmental services received from users of forest environmental services to each province according to the forest area of each province within each watershed participating in providing forest environmental services approved in this Decision and related guiding provisions.

2. People's Committees of provinces named in Article 1: Identify beneficiaries for payment for service provision in each watershed and implement according to current regulations.

Article 3. The Head of the Ministry’s Office, the Director General of the Forest Management Department, the Director of the Vietnam Forest Protection and Development Fund, and the Heads of relevant units are responsible for enforcing this Decision./.
