DIRECTIVE

VOn the key tasks of preschool education, general education, continuing education, and vocational education for the 2013-2014 academic year

Pursuant to the resolutions of the Party and the National Assembly, the documents of the Government and the Prime Minister on education and training;

Based on the practical situation of the Education sector;

The Minister of Education and Training issues instructions to the entire sector to focus on implementing four key groups of tasks for the 2013-2014 academic year as follows:

1. Regarding educational management work

Continue to implement the task of developing education according to the Resolution of the Eleventh National Congress of the Communist Party of Vietnam, Conclusion No. 51-KL/TW dated October 29, 2012 of the Central Committee of the Communist Party of Vietnam and Directive No. 02/CT-TTg dated January 22, 2013 of the Prime Minister on fundamental and comprehensive educational reform tied with the organization and implementation of planning and development of education at localities. Focus on implementing the Action Program of the Education sector to implement the Education Development Strategy 2011-2020.

Improve mechanisms for coordinating educational management among Ministries, agencies, and localities. Reform state management of education and management of educational institutions; Continue to effectively implement Decree No. 115/2010/NĐ-CP dated December 24, 2010 of the Government stipulating responsibilities for state management of education.

Strengthen inspection and supervision of quality assurance conditions; Inspect and check the implementation of tasks at educational and training institutions, strictly handle violations linked to the assessment of management responsibility and commendation titles of collective and individual heads of educational institutions where negative phenomena occur and publicly announce before public opinion.

Practice thrift and combat waste in investment in infrastructure, equipment procurement, and organization of educational activities. Promote the application of information technology in management work, organizing conferences, and seminars of educational management agencies and educational institutions.

Enhance the quality and effectiveness of legal education dissemination in schools.

2. On Organizing Educational Activities

2.1. Common Tasks of All Levels of Education

Continue to implement Directive No. 10-CT/TW dated December 5, 2011 of the Politburo on universalizing preschool education for five-year-olds, consolidating results of universalizing primary and lower secondary education, improving the quality of universalized education. Pay special attention to the quality of education at all levels and for ethnic education and education in difficult areas. Strengthen work on moral education, lifestyle education, life skills education, physical education, health care, and environmental protection education for students.

Continue to implement self-assessment and external assessment of educational institutions, and recognize educational institutions that meet quality standards.

Vigorously implement tasks related to teacher training and development, innovate examination and evaluation methods, and develop teaching programs based on the six-level Vietnamese Foreign Language Framework to effectively implement the Project on Teaching and Learning Foreign Languages in the National Education System for the period 2008-2020.

Fully and promptly implementing preferential policies for students from social policy groups, students in mountainous regions, and special economic and social difficulties areas.

Strengthen information and communication work regarding educational activities. Reform commendation and reward work linked to the effectiveness of organizing educational activities.

2.2. Early Childhood Education

Consolidate and expand the network of preschool educational institutions in line with local realities, increase the ratio of children attending school for two sessions per day. Increase investment in building national standard preschools; Enhance the management efficiency of private preschool educational institutions.

Focus on improving the quality of childcare and education for nursery and kindergarten children, prepare Vietnamese language for kindergarten children in ethnic minority areas, and support the implementation of the preschool education program in difficult areas.

Prioritize resources to ensure the quality of universalizing preschool education for five-year-olds.

2.3. General Education

Accelerate the preparation of specific conditions to implement reforms in the content, curriculum, teaching methods, examination, testing, and evaluation systems to create positive and clear changes in the quality and effectiveness of general education activities.

Continue to implement the New Vietnamese School Model (VNEN), widely promote this model according to different levels suitable for local conditions. Implement the Project "Implementing the Clay Hand Method in General Schools from 2011 to 2015." Apply Vietnamese language teaching in Grade 1 using Educational Technology materials. Vigorously organize two-session-per-day teaching in primary schools according to local conditions.

Continue to guide adjustments to teaching content towards simplification; Develop and implement interdisciplinary topic-based teaching; Strengthen activities to help students apply learned knowledge to solve practical problems; Launch wide-ranging science and technology competitions for high school students; Strengthen career counseling work in high schools.

Strengthen measures to ensure student safety; Prevent crime, violence, and social evils in schools.

2.4. Continuous Education

Continue to vigorously publicize the purpose, significance, and benefits of lifelong learning and building a learning society; Effectively implement the Project on Building a Learning Society for the period 2012-2020, and the Project on Eradicating Illiteracy by 2020.

Strengthen the operation model of the county-level continuing education center towards having one center per county performing multiple tasks: regular education, vocational guidance, and vocational training; Expand the combination of cultural education with vocational training; Consolidate the activities of community learning centers to meet the lifelong learning needs of people in the community; Combine community learning centers with commune cultural and sports centers to help these centers operate effectively and sustainably.

Enhance investment in building physical infrastructure and teaching equipment for continuing education institutions, prioritizing areas in difficult regions, remote areas, and mountainous regions. Strengthen discipline, effectiveness, and the operation of foreign language and computer centers.

2.5. Vocational Education

Expand the scale, diversify vocational training programs, training forms, and types of secondary specialized schools, ensuring training quality, matching the human resource supply capacity of training institutions and the human resource development plan of ministries, sectors, and localities. Reform training programs, teaching methods, and evaluation of student learning outcomes. Promote training according to social demand, cooperate with businesses, and international cooperation in vocational education.

Strengthen inspection and supervision of activities related to establishing and allowing secondary specialized schools to operate educational activities, implementing training regulations, opening training majors, linking training, and determining intermediate vocational school enrollment quotas.

3. Regarding the development of the teaching staff and educational management personnel team

Implement planning for developing the teaching staff and educational management cadre. Enhance management, inspection, and monitoring of the construction and implementation of human resource plans in the education sector of localities.

Implement the Program on Developing the Teacher Training Sector and Teacher Training Institutions until 2020. Continue implementing the Project "Training Teachers for National Defense-Education for Secondary Schools, Secondary Specialized Schools, and Vocational Secondary Schools during the 2010-2016 period".

Enhance the effectiveness of professional upgrading and vocational training for teachers, educational managers, and staff to meet practical requirements in the current phase and suit local conditions. Direct, guide, and inspect the assessment work of teachers and educational managers at educational institutions according to the Standards for Educational Managers and Teachers that have been issued.

Fully and promptly implement policies and benefits for teachers and educational management cadres, especially those working in ethnic minority areas, mountainous regions, and economically and socially particularly difficult areas, and support social insurance for kindergarten teachers.

4. Regarding increasing investment resources and financial mechanism innovation in education

Continue to reform the financial mechanism in education, effectively utilize and manage investment sources for education while promoting socialization in education.

Direct the effective implementation of basic construction investment work; Accelerate the progress of building kindergartens and primary and secondary schools meeting national standards; Continue implementing the Project on Developing Specialized High School Systems during the 2010-2020 period. Strengthen school equipment and library work.

Effectively implement Programs, Projects, and Plans on education and training.

To effectively implement the key tasks mentioned above, the Minister of Education and Training requires:

Directors of Departments of Education and Training, based on local realities, actively advise Provincial Party Committees/City Party Committees, People's Councils, and People's Committees to issue Resolutions on education and training development and Directives on key tasks for the 2013-2014 academic year in their respective localities; Proactively promote collaboration and coordination among local departments, agencies, and organizations to create favorable conditions for the education sector to fulfill its tasks for the 2013-2014 academic year. Direct, inspect, and urge District Departments of Education and Training and educational institutions in the province/city to effectively perform their tasks for the 2013-2014 academic year.

Heads of units under the Ministry of Education and Training organize guidance, inspection, and urging local educational management levels to effectively perform key tasks for the academic year; Timely report, reflect situations, and propose solutions to address issues arising during the implementation process.

This Directive is disseminated to cadres, civil servants, and employees at all levels of educational management, and teachers at preschool, general education, continuing education, and professional education institutions to understand and implement it thoroughly./.
