To meet the requirements for improving planning work and management of state-owned industrial enterprises in accordance with Resolution No. 19-CP dated January 29, 1976 of the Council of Ministers;

Article 1. - 2. Systems of planned expenditures for annual production-technical-financial activities applicable to state-owned industrial enterprises.
To replace the previous reporting regulations and systems of planned expenditures for production-technical-financial activities of state-owned industrial enterprises issued pursuant to Decision No. 150-TTg dated May 17, 1971 of the Prime Minister.
These reporting regulations and system of planned expenditure forms shall be uniformly applied to all state-owned industrial enterprises from 1977 onwards.
The State Planning Commission shall base on the reporting regulations and systems of planned expenditures promulgated together with this decision and according to the requirements of planning work in each period to specify (or supplement, amend) the specific contents of the planning forms of state-owned industrial enterprises in line with the principle of simplicity and practicality; before specifying, the State Planning Commission must reach a consensus with the General Statistics Office, the Ministry of Finance, and other relevant ministries regarding related planning forms; in case there is no agreement between the State Planning Commission and the relevant sectors, the State Planning Commission must report to the Prime Minister for a decision.
At the same time, the State Planning Commission has the responsibility to guide and supervise the implementation of the reporting regulations and systems of planned expenditures and planning forms that have been promulgated.
Article 2. - State-owned industrial enterprises shall base on the reporting regulations and systems of planned production-technical-financial expenditures promulgated by the Prime Minister and the planning forms specified by the State Planning Commission to formulate annual production-technical-financial plans of their enterprises and report them to the directly superior managing authority.
Enterprise directors are responsible to the State and their superiors for implementing and complying with the reporting regulations and systems of planned indicators and planning forms as stipulated in terms of content, calculation methods, and deadlines.
Article 3. - Ministries, General Departments, People's Committees of provinces and centrally-administered cities have the responsibility to direct, urge, and inspect subordinate enterprises to strictly implement the reporting regulations and systems of planned indicators and forms as prescribed. At the same time, they must direct and assist enterprises to improve organizational structures for planning and create conditions for enterprises to comply well with the State's planning reporting regulations. When it is necessary to amend or supplement planning forms prescribed by the State Planning Commission, these agencies and national comprehensive agencies must necessarily consult with the State Planning Commission to reach a consensus, so that the State Planning Commission can issue amended or supplementary documents.
The Ministers of Ministries, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and centrally-administered cities are responsible for implementing this decision.
Article 4. - The Ministries, General Departments, Provincial People's Committees, and Central-Supervised Municipal People's Committees shall be responsible for directing, urging, and inspecting subordinate enterprises to strictly implement the reporting system for plans and the established indicators and forms. At the same time, they must direct and assist enterprises in improving organizational structures for planning and creating conditions for enterprises to comply well with the State's reporting systems for plans. When it is deemed necessary to amend or supplement the planning forms prescribed by the National Planning Committee, the aforementioned agencies and State's central agencies must necessarily consult and reach consensus with the National Planning Committee so that the National Planning Committee can issue amended or supplementary documents.
Article 5. - The Ministers of the Ministries, Heads of agencies equivalent to Ministries, and agencies under the Council of Ministers, and Chairmen of Provincial People's Committees and Central-Supervised Municipal People's Committees shall be responsible for implementing this Decision.
