THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 2331/QD-TTg dated December 20, 2010 of the Prime Minister on the issuance of the list of National Target Programs for 2011;

Pursuant to Decision No. 196/QD-TTg dated January 30, 2011 of the Prime Minister on the allocation of the budget for implementing the National Target Programs in 2011;

Pursuant to Circular No. 3583/BTTTT-KHTC dated November 28, 2011 of the Ministry of Information and Communications regarding the agreement on the implementation content of Project 3 under the National Target Program to bring information to grassroots levels in 2011;

Pursuant to Decision No. 2902/QD-BNN-VP dated November 29, 2011 of the Minister of Agriculture and Rural Development promulgating the Implementation Plan for the project "Strengthening information and communication content for mountainous areas, remote regions, border areas, and islands" in 2011;

Pursuant to Decision No. 2903/QD-BNN-VP dated November 29, 2011 of the Minister of Agriculture and Rural Development on the establishment of the Steering Committee for the project "Strengthening information and communication content for mountainous areas, remote regions, border areas, and islands" - referred to as the Steering Committee for Project 3;

Pursuant to Decision No. 3003/QD-BNN-VP dated December 6, 2011 of the Minister of Agriculture and Rural Development on the establishment of the Review Board for the content of activities "Strengthening information and communication content for mountainous areas, remote regions, border areas, and islands" in 2011 - referred to as the Review Board for the content of Project 3 activities;

Based on the proposal of the Head of the Steering Committee for Project 3 attached with the Minutes of the Steering Committee for Project 3 meeting on December 5, 2011 and the Minutes of the Review Board meeting for the Special Issue "Farmers and Farming Professions" and the production and distribution of VCDs guiding agricultural techniques under the 2011 mission of the Ministry;

DECISION:

Article 1. Approve in detail the activities "Strengthening information and communication content for mountainous areas, remote regions, border areas, and islands" under Project 3 of the National Target Program within the mission of the Ministry of Agriculture and Rural Development as detailed in the attached appendix.

Article 2. This Decision takes effect from the date of signature.

Article 3. The Director of the Ministry's Office, the Head of the Steering Committee for Project 3, the Vietnam Agricultural Newspaper, and the heads of relevant units are responsible for implementing this Decision./.
