Directive No. 305/TTg on summarizing the operation situation of various types of enterprises under all economic sectors

DIRECTIVE

ON SUMMARIZING THE SITUATION OF BUSINESS OPERATIONS OF ALL TYPES OF ENTERPRISES

BELONGING TO ALL ECONOMIC SECTORS

After ten years of implementing measures to implement the Party's renewal policy, a business production and operation structure has been formed with the participation of enterprises from various economic sectors. To continue renewing policies and specific measures to create conditions for enterprises of each economic sector to operate more effectively and in the right direction, while contributing to preparing the content of the Political Report for the 8th National Congress of the Communist Party of Vietnam, it is necessary to summarize the work of enterprise renewal over the past period.

To meet this requirement, the Prime Minister instructs ministries, sectors, and provincial People's Committees under the central government to promptly carry out this summary as follows:

1. Objectives, requirements, and scope of summarizing the work of enterprise renewal:

a) This summary aims to present the current situation of enterprises, evaluate the quantity and quality of results of renewal in organization, management, and operation of enterprises belonging to all economic sectors, identify good practices achieved and existing issues, causes of strengths and weaknesses, and propose directions and measures to be implemented to further promote the renewal of policies and measures for all types of enterprises until the year 2000.

b) The scope of research for evaluating and summarizing the work of enterprise renewal includes state-owned enterprises, private enterprises operating under the Law on Private Enterprises, limited liability companies and joint-stock companies operating under the Companies Law, and foreign-invested enterprises operating under the Law on Foreign Investment, excluding cooperatives that have proceeded according to separate plans. For individuals and groups operating under Decree No. 66/HĐBT dated March 2, 1992, a general evaluation and proposals for measures to enhance management in the future should also be made.

In the process of evaluation and summary, attention should be paid to issues such as the role and impact of each type of enterprise; the relationship between enterprise activities and state management; capital mobilization capacity and job creation; the relationship between enterprises and workers within enterprises; prospects for the development of each type of enterprise in the future, etc.

c) The time frame for reviewing and evaluating the results of enterprise renewal can start from 1985, but mainly during the period from 1991 to 1995.

2. Assignment of Responsibilities:

a) The Central Steering Committee for Enterprise Renewal is assigned to take the lead and be responsible for compiling the quick reports and summaries of ministries and sectors to build a comprehensive report and a separate summary for state-owned enterprises. To meet the content requirements of this summary, the Chairman of the Central Steering Committee for Enterprise Renewal must provide guiding outlines for ministries and sectors to build their own quick reports and summaries and must send these outlines to ministries and sectors before May 25, 1995.

b) The State Planning Commission is responsible for evaluating the enterprise structure in the national economy, analyzing the role of each economic sector, and proposing development and renewal directions until the year 2000 for each economic and technical sector and each economic component.

Build a separate summary report for enterprises operating under the Law on Private Enterprises and the Companies Law.

c) The State Committee for Cooperation and Investment is responsible for building a separate summary report evaluating the development and operation of foreign-invested enterprises, and proposing development directions and measures to improve state management of these enterprises.

d) The Ministry of Finance is responsible for providing data and evaluating the financial situation, assets, business performance, tax payment, and fulfillment of financial obligations to the state of enterprises from all economic sectors, and proposing directions and measures to improve enterprise financial management until the year 2000. A report evaluating the registration and operation of individuals and groups under Decree 66/HĐBT should also be prepared.

đ) The General Statistics Office is responsible for providing data from 1985 to the end of 1994 and based on these data, evaluating the situation of enterprise renewal related to this summary from a national statistical perspective.

e) The Ministry of Science, Technology, and Environment is responsible for providing data and evaluating the technological equipment level at enterprises, especially state-owned enterprises, with analysis for each economic and technical sector.

g) The Ministry of Labor, Invalids, and Social Affairs is responsible for providing data and evaluating the results of renewal in the labor sector within enterprises, including labor organization, job creation, income situation, labor attraction, business operations, vocational training and skill enhancement for workers and enterprise managers, and policies for workers, etc., and proposing directions and measures to improve labor management in enterprises.

h) Ministries and economic and technical sector management agencies are responsible for evaluating the development and renewal results of enterprises in their respective sectors, covering all economic components nationwide, and proposing development and renewal directions until the year 2000.

i) Provincial People's Committees under the central government are responsible for building a summary report for all enterprises from all economic sectors operating in their province or city.

3. Implementation schedule:

This summary will be carried out in two stages:

a) Step 1: In order to promptly grasp the preliminary results of the assessment of the current status of enterprises and the preliminary direction for further enterprise reform, the Prime Minister requests that ministries and sectors base their work on the contents mentioned in Part 1, the suggested outline stated in Part 2, and existing data and situations to prepare their own rapid reports to be submitted to the Central Steering Committee for Enterprise Reform before June 15, 1995, to compile them into a preliminary joint report to be presented to the Prime Minister at the end of June 1995. The Central Steering Committee for Enterprise Reform is responsible for duplicating and transferring the consolidated materials to relevant ministries and committees in charge of evaluating each type of enterprise as previously mentioned.

b) From now onwards, related ministries and sectors, provincial People's Committees under the central government, should mobilize necessary staff and closely direct this evaluation work according to the outline stated in Part 2 above to complete their own summary reports to be submitted to the Central Steering Committee for Enterprise Reform before August 15, 1995.

Summarizing the work of enterprise reform over the past ten years is a significant and urgent task. The Prime Minister requires related ministries and sectors to consider this summarization as one of the key tasks in the near future, focusing efforts on directing it to ensure the timely completion of their rapid reports and summary reports with high quality, adhering to the set deadlines.
