Pursuant to Resolution No. 52/2010/QH12 dated November 10, 2010 of the National Assembly, Session VIII, Twelfth Term on the state budget for the year 2011;

Pursuant to Resolution No. 53/2010/QH12 dated November 15, 2010 of the National Assembly, Session VIII, Twelfth Term on the allocation of the central budget for the year 2011;

Pursuant to Resolution No. 1002/2010/NQ-UBTVQH12 dated November 19, 2010 of the Standing Committee of the National Assembly on the ratio of division of shared revenues between the central budget and provincial budgets;

Pursuant to Decision No. 2145/QD-TTg dated November 23, 2010 of the Prime Minister on the allocation of the state budget for the year 2011;

Considering the proposal of the Director of the State Budget Department;

DECISION:

Article 1. Allocate to each province and centrally governed city the state budget revenue plan for their respective areas and local budget expenditure for the year 2011 (as attached); including all amounts from central budget expenditures advanced for collection that must be recovered into the state budget plan for 2011.

Article 2. Based on the allocated state budget for 2011, each province and centrally governed city shall allocate resources to implement salary reform in 2011 as follows:

- Implement and utilize 50% of the increase in local budget revenue compared to the 2011 revenue forecast to reserve funds for implementing salary reform.

- Implement savings of 10% of regular expenditure (excluding salaries and allowances with salary-like characteristics).

- For agencies and units with income from fees and charges, at least 40% of the retained revenue according to the 2011 regulations shall be used (except for the health sector which must use at least 35%, after deducting costs for medicines, blood, transfusions, chemicals, and consumable supplies).

For certain provinces facing difficulties, where the self-balancing ratio of expenditures from local revenues is low, annual revenue increases are small, and difficulties arise in funding due to the inability to adjust revenue increases among different levels of the local budget when implementing salary reform, the Ministry of Finance will consider specifically during the review of salary reform needs and sources, thereby determining the amount required to supplement from the central budget to implement the minimum wage adjustment in 2011, and report this to the Prime Minister.

Article 3. The state budget revenue and expenditure plan for 2011 shall be submitted by the People's Committees of each province and centrally governed city to the People's Councils at the same level for decision before December 10, 2010, and implemented strictly in accordance with the State Budget Law. Within five days of the local state budget being decided by the People's Council, the People's Committees of each province and centrally governed city shall report to the Ministry of Finance the results of the decision and the allocation of the 2011 state budget for each locality.

Article 4. This Decision takes effect from the date of issuance. The Chairmen of the People's Committees of the provinces and centrally-administered cities and the Heads of relevant units are responsible for enforcing this Decision.
