Pursuant to the Government Decree No. 68/CP dated October 11, 1993, stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Health;
Pursuant to the Government Decree No. 34/CP dated June 1, 1996, guiding the implementation of the Ordinance on Prevention and Control of Infection with Human Immunodeficiency Virus (HIV/AIDS);
Pursuant to the Decision No. 605/BYT-QĐ dated May 3, 1995 of the Minister of Health on the establishment of the AIDS Prevention Board under the Ministry of Health;
At the proposal of the Director of the Preventive Medicine Department - Ministry of Health.

Article 1. The attached Decision issues the "Laboratory Testing Standards for Confirming Positive HIV Cases"
Article 2. Based on the "Laboratory Testing Standards for Confirming Positive HIV Cases", the Directors of the Central Institute of Hygiene and Epidemiology, Ho Chi Minh City Pasteur Institute, Nha Trang Pasteur Institute, and the West Region Institute of Hygiene and Epidemiology shall be responsible for inspecting once a year and granting permission to HIV laboratories of provinces, hospitals, institutes under the Ministry of Health, and health centers within their jurisdiction to confirm positive HIV cases.
Article 3. After inspecting the HIV laboratories of localities, the central and regional Institutes must submit a list of laboratories permitted to confirm positive HIV cases to the Ministry of Health for the issuance of a Decision recognizing such laboratories.
Article 4. This Decision takes effect from the date of signature and issuance. All previous regulations contrary to this Decision are hereby abolished.
Article 5. The Heads of the Office, Inspectorate, Directors of the Departments of Preventive Medicine, Treatment, Legal Affairs - Ministry of Health, Directors of the Central Institute of Hygiene and Epidemiology, West Region Institute of Hygiene and Epidemiology, Ho Chi Minh City Pasteur Institute, Nha Trang Pasteur Institute, Provincial Health Bureaus, Directors of Hospitals and Institutes with hospital beds under the Ministry of Health, Heads of Health Services of sectors, and related units are responsible for implementing this Decision.
