THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

  On the basis of the Law on Legislative Regulatory Documents 2008;

  On the basis of the Government's Decree No. 01/2008/ND-CP dated January 3, 2008 on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; the Government's Decree No. 75/2009/ND-CP dated September 10, 2009 amending Article 3 of the Government's Decree No. 01/2008/ND-CP dated January 3, 2008;

  On the basis of the Prime Minister's Decision No. 1473/QD-TTg dated October 5, 2012 promulgating the Implementation Plan and List of Decrees detailing the Law on Administrative Violation Handling;

  On the basis of the Minister of Agriculture and Rural Development's Decision No. 2604/QD-BNN-PC dated October 24, 2012 approving the Implementation Plan for the Law on Administrative Violation Handling,

  At the proposal of the Director of the Plant Protection Department,

DECISION:

Article 1. Approve the Plan to draft the Government's Decree on administrative penalties for violations in the field of plant seeds, plant protection, and plant quarantine, attached Appendix to the planc) Amend and supplement Clause 17 as follows:

Article 2. The funding for drafting the Government's Decree on administrative penalties for violations in the field of plant seeds, plant protection, and plant quarantine shall be implemented according to the Joint Circular No. 192/2010/TTLT-BTC-BTP-VPCP dated December 2, 2010 guiding the preparation of budget estimates, management, use, and settlement of state budget funds ensuring the work of drafting legislative regulatory documents and perfecting the legal system issued by the Ministry of Finance, the Ministry of Justice, and the Office of the Government, and other sources of funding.

Article 3. This Decision shall take effect from the date of signing.

Article 4. The Head of the Ministry's Office, the Director of the Plant Protection Department, the Director of the Crop Production Department, the Head of the Legal Affairs Department, the Head of the Financial Department, the Heads of related units, and members of the Drafting Board and Editorial Group of the Decree on administrative penalties for violations in the field of plant seeds, plant protection, and plant quarantine are responsible for implementing this Decision.
