Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 2210/QD-TTg dated December 9, 2011 of the Prime Minister on providing support to the provinces of Thua Thien-Hue, Quang Nam, Quang Ngai and Binh Dinh to mitigate the aftermath of the floods in early November 2011;
At the request of the Director General of the State Reserve Administration,
DECISION:
Article 1. The National Reserve Corporation shall release (without charge) 3,100 tons of rice from the national reserve to assist the localities in mitigating the aftermath of the floods for famine relief, emergency assistance, and restoration of essential infrastructure, specifically as follows:
- Province of Thua Thien-Hue: 1,000 tons;
- Province of Quang Nam: 1,000 tons;
- Province of Quang Ngai: 100 tons;
- Province of Binh Dinh: 1,000 tons.
Article 2. The National Reserve Corporation shall coordinate with the People's Committees of the provinces to promptly organize the delivery and receipt of rice at district centers according to the allocation plan of the locality; simultaneously, compile the budget estimate for the release of emergency aid and submit it to the Ministry of Finance for approval and implementation.
The National Reserve Corporation shall reduce the state reserve capital for the aforementioned quantity of rice according to the accounting price currently being tracked in the accounting books and report the settlement of the aid goods in accordance with regulations.
Article 3. This Decision takes effect from the date of signature. The Director of the National Reserve Corporation; Heads of the Departments of State Budget, Planning and Finance; Director of the Price Management Department and Head of the Ministry’s Office are responsible for implementing this Decision./.
