- Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
Pursuant to Decision No. 178/CP dated October 28, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Finance;
- Pursuant to Decree No. 25/CP dated May 23, 1993 of the Government providing temporary regulations on the new salary system for civil servants, administrative and public service civil service members, and armed forces personnel;
- Pursuant to Decision No. 654/TTg dated November 8, 1994 of the Prime Minister on the implementation of the task of disbursing and providing preferential loans for state investment development capital at the Ministry of Finance;
- Pursuant to Circular No. 498 CB/TCCP dated October 19, 1993 of the Personnel Organization Board of the Government on the temporary delegation of authority to decide salaries for civil servants and civil service members;

Article 1: - Reclassify the salaries for 29 civil servants and civil service members belonging to the Haiphong Investment Development Bureau (attached list). The effective date of the new salary is January 1, 1995.
Article 2: - The Heads of the Personnel and Training Department, the Heads of the Financial Management and Administrative Services Department, the Director of the Office of the Ministry, the Director General of the Investment Development General Department, and those civil servants and civil service members named in Article 1 shall be responsible for implementing this decision.
