The Master Plan for Construction of Vung Ang Economic Zone, Ha Tinh Province until 2025 with the main contents as follows:

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Construction Law dated November 26, 2003;
Considering the proposal of the Minister of Construction at document No. 08/TTr-BXD dated January 17, 2007, and that of the People's Committee of Ha Tinh Province at document No. 188/TTr-UBND dated September 25, 2006,
DECISION:
Article 1. Approving the tasks for the Master Plan for Construction of Vung Ang Economic Zone, Ha Tinh Province until 2025 with the following main contents:
1. Scope of Planning
The scope of the Master Plan for Construction of Vung Ang Economic Zone includes nine communes: Ky Nam, Ky Phuong, Ky Loi, Ky Long, Ky Lien, Ky Thinh, Ky Trinh, Ky Ha, and Ky Ninh in Ky Anh District, Ha Tinh Province, limited as follows:
- North bordering the East Sea;
- South bordering Quang Binh Province;
- West bordering the communes of Ky Khang, Ky Tho, Ky Hai, Ky Hung, and the town of Ky Anh, Ky Anh District;
1. To fully exploit advantages in natural conditions, geographical and economic positions, and political factors in international and domestic trade and services, promoting socio-economic development in Quang Tri Province and the Central Region, thereby contributing to narrowing the gap between this region and other regions nationwide, closely combining investment attraction and economic development with national defense and security assurance.
1. Knowledge
It is a comprehensive economic zone with multiple industries, sectors, and fields including industry-commerce-service-tourism-urban development-agriculture-forestry-fishery, with the focus on developing metallurgical industry linked to resource advantages and raw material sources; industries related to port exploitation; labor-intensive industries; export-oriented industries; having its own boundaries and operational regulations.
3. Scale
a) Population scale
- By 2015 approximately 90,000 people.
- By 2025 approximately 150,000 people.
b) Land scale
Natural land area of 22,781 hectares, of which land for urban and industrial construction is about 10,000 hectares.
4. Functional Zones
a) Duty-free Zone
Arranged adjacent to part of the Vung Ang Seaport with a hard barrier, entry and exit controlled by competent authorities. Activities in the duty-free zone include production, recycling, trade, services, and trade promotion.
b) Taxed Zone
- Residential Area
+ Existing residential areas need to be planned for renovation and investment to upgrade technical and social infrastructure systems;
+ Residential areas located in unfavorable living conditions (such as flood-prone areas) need to be relocated to develop other functional zones;
+ Determine the location and scale of resettlement areas to stabilize the lives and promote production for people who must relocate due to land clearance;
+ Determine the location and scale of new urban areas connected to the town of Ky Anh to become a central city in the southern part of Ha Tinh Province.
- Port Area: study the port area including the integrated Vung Ang and Son Duong ports and specialized ports serving shipbuilding, steel rolling industries, and systems of wharves, warehouses, port service facilities, and marine transportation supply according to each phase suitable with the economic zone's development.
- Industrial Areas: arrange industrial areas within the economic zone with key industries such as high-end steel rolling, power generation, shipbuilding and repair, engine manufacturing, consumer goods, electronics, and building materials. Calculate the scale and determine the appropriate locations of various types of industries to maximize the region's advantages and potential.
- Tourism and Ecological Green Zones: identify coastal ecological tourism centers, estuarine ecological centers, mangrove forests, and canal systems for ecological tourism development; forest parks for climate improvement and water source protection based on sustainable development principles.
- Specialized Centers: organize international trade and financial centers connected to the Son Duong port service center and ecological space; high-tech and vocational education centers organized within urban areas or industrial centers, connecting with trade and financial centers.
5. Infrastructure System Planning
The infrastructure system must be planned and constructed modernly to meet the development goals and perspectives of the economic zone, meeting usage needs; ensuring technical standards, aesthetics, safety, and environmental hygiene.
a) Transportation
- External Transportation
+ Determine the route connecting the national railway and the Vung Ang and Son Duong port cluster; cargo transport stations from the Vung Ang and Son Duong port cluster connecting to the national transportation network;
+ Study enhancing the capacity of the deep-water Vung Ang and Son Duong ports in line with the North Central Coast port cluster planning and the economic zone's development needs.
- Internal Transportation
+ Urban area: design in accordance with the standard of a third-class city;
+ Main transportation network ensuring convenient connections between functional zones within the economic zone.
b) Site Preparation
- Fully utilize natural topography to minimize earthwork; construction ground level should be consistent with the overall control height.
- Propose solutions to prevent natural disasters and typhoons, determining safe distances for coastal structures.
- Use separate stormwater and wastewater drainage systems, particularly paying attention to drainage according to the terrain of each watershed, ensuring natural stormwater runoff.
- Excavate and reinforce river, stream, and lake areas in planned development regions to prevent erosion, ensuring safety and landscape quality.
c) Water Supply
Utilize water from Kim Son Lake, upper Trí River, and Trí River; propose solutions to protect water sources at these lakes.
d) Power Supply
Determine the power source and supply solutions for the economic zone in line with the development phases of the power sector planning. Determine the capacity, load requirements, location, scale of power plants, substations, transmission corridors, and main distribution networks along with key technical parameters.
Study proposing underground power networks within the economic zone in urban areas, ensuring safe use and aesthetic requirements.
đ) Drainage and Urban Environmental Sanitation
Study solutions for urban sewage drainage and environmental sanitation to minimize pollution factors as much as possible.
Determine the location and scale of wastewater treatment stations, solid waste treatment facilities; solutions and main drainage networks, reservoirs for water regulation, and environmental protection measures; determine the location and scale of cemeteries and burial technologies.
e) Postal and telecommunications infrastructure system
Ensure synchronization, modernity, and compliance with international standards.
6. Planning products
The general planning dossier for the construction of the Vung Ang Economic Zone shall be carried out in accordance with the provisions of Government Decree No. 08/2005/NĐ-CP dated January 24, 2005 on construction planning and Circular No. 15/2005/TT-BXD dated August 19, 2005 of the Ministry of Construction guiding the preparation, review, and approval of construction planning.
7. Implementation Schedule
- Approval of the planning assignment: March 2007.
- Completion of the dossier and submission for review: July 2007.
- Completion of the dossier and submission for approval: August 2007.
Article 2. Implementation
- Managing agency for investment: Vung Ang Economic Zone Management Board.
- Agency organizing the planning: Vung Ang Economic Zone Management Board.
- Reviewing agency: Ministry of Construction.
- Agency submitting for approval: Ministry of Construction and People's Committee of Ha Tinh Province.
- Approving agency: Prime Minister.
Article 3. The People's Committee of Ha Tinh Province directs the Vung Ang Economic Zone Management Board:
- To organize the preparation of the General Construction Plan for the Vung Ang Economic Zone until 2025.
- To issue the Construction Management Regulations according to the approved plan.
Article 4. This Decision shall take effect from the date of signing.
The Minister of Construction, the Chairman of the People's Committee of Ha Tinh Province, the Director of the Vung Ang Economic Zone Management Board, and related organizations and individuals are responsible for implementing this Decision./.
