Pursuant to Decree No. 86/2003/ND-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Plant Protection and Quarantine Law promulgated by the President's Decree of the Socialist Republic of Vietnam;
Pursuant to Decree No. 58/2005/ND-CP dated June 3, 2006 of the Government on the issuance of the Plant Protection Regulations, the Plant Quarantine Regulations, and the Pesticide Management Regulations;
Pursuant to Directive No. 30/2006/CT-TTg dated August 11, 2006 of the Prime Minister on urgent measures to control brown planthoppers, rice yellow dwarf, and rice stunt diseases;

Article 1. The attached Decision announces the List of regulatory legal documents that have been fully or partially invalidated within the field of management under the Ministry of Agriculture and Rural Development in 2014 (attached List).Announcing the outbreak of rice yellow dwarf and rice stunt diseases in the provinces of the Mekong Delta and Southeastern region. Permission is granted to use the contingency budget for 2006 to organize the suppression of the rice yellow dwarf and rice stunt diseases according to Circular No. 10858/BTC-NSNN dated September 5, 2006 of the Ministry of Finance regarding guidance on the allocation and use of funds for controlling brown planthoppers, rice yellow dwarf, and rice stunt diseases.
Article 2.
1. The Plant Protection Department shall guide, direct, inspect, and urge localities affected by the disease to quickly suppress the disease and prevent its spread to other regions;
2. The Chairpersons of the People's Committees of provinces and centrally governed cities shall instruct relevant agencies to cooperate with social organizations and mobilize the people in the affected areas to immediately implement effective measures to suppress and prevent the spread of the disease to other regions;
3. Organizations and individuals related to the affected areas must implement measures to suppress the disease in accordance with the guidance of the competent authority.
Article 3. This Decision takes effect from the date of signature.
Article 4. The Chairpersons of the People's Committees of provinces and centrally governed cities, the Director of the Office of the Ministry, the Director of the Plant Protection Department, and related agencies, organizations, and individuals are responsible for implementing this Decision.
