Regulations on functions, tasks, powers, and organizational structure

of the Department of Mobilization and Reward

THE MINISTER OF FINANCE

Pursuant to Decree No. 178/2007/ND-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decree No. 122/2005/ND-CP dated October 4, 2005 of the Government stipulating the organization of mobilization and reward work;

Considering the proposal of the Director of the Department of Mobilization and Reward and the Director of the Department of Organization and Cadres,

DECISION:

Article 1. Position and Functions

The Department of Mobilization and Reward is a unit within the State management machinery of the Ministry of Finance, with the function of advising the Minister of Finance on unified management of mobilization and reward activities for organizations and units under the Ministry and the financial sector..

Article 2. Task

1. Drafting documents to guide the implementation of the Party's policies and State laws on mobilization and reward work in the financial sector for submission to the Minister of Finance for issuance.

2. Taking the lead and coordinating with other organizations and units under the Ministry to draft programs, plans, contents, and targets for mobilization and reward activities suitable for each period and field of expertise for submission to the Minister of Finance for approval.

3. Serving as the permanent member of the Mobilization and Reward Council of the Ministry of Finance and the financial sector.

4. Advising the Minister of Finance on organizing and implementing mobilization campaigns throughout the financial sector; guiding, disseminating, and promoting mobilization activities; inspecting mobilization activities at units and organizations under the Ministry; implementing reward policies in the financial sector in accordance with the law and guidelines of the Ministry of Finance.

5. Receiving files for commendation and reward; awarding Commemorative Medals for the Financial Industry of Vietnam; and other rewards as prescribed by the State.

Reviewing and proposing appropriate forms of reward that are accurate, timely, and in compliance with the law.

6. Coordinating with relevant units to advise the Minister of Finance on rewarding organizations and individuals outside the Ministry and participating in opinions on rewards given by other Ministries and sectors to officials and civil servants of the Ministry of Finance.

7. Coordinating with relevant units to advise the Minister of Finance on rewarding foreign organizations and individuals; participating in opinions on rewards given by foreign organizations to officials and civil servants of the Ministry of Finance.

8. Implementing decisions on rewards and mobilization activities issued by the State and the Ministry of Finance; proposing replacement of damaged or lost reward items; confirming reward forms; recovering improperly awarded reward items according to the law.

9. Assisting the Minister of Finance in summarizing, concluding, identifying exemplary cases, distilling and disseminating experiences, promoting mobilization campaigns and exemplary models; recommending improvements in mobilization and reward work.

10. Implementing comprehensive analysis, statistics, and reporting on mobilization and reward work as prescribed by the State and the Ministry of Finance.

11. Organizing research and application of scientific and technological progress, building information systems, data storage, and management to serve mobilization and reward work.

12. Participating in organizing training on knowledge and skills related to mobilization and reward for officials and civil servants working in mobilization and reward at units and organizations under the Ministry of Finance.

13. Participating in building and proposing management and utilization of the Mobilization and Reward Fund of the Ministry of Finance in accordance with the law and regulations of the Ministry of Finance.

14. Inspecting and coordinating inspections of compliance with mobilization and reward regulations at units and organizations under the Ministry of Finance; participating in resolving complaints and denunciations regarding mobilization and reward work.

15. Performing other tasks and powers assigned by the Minister.

Article 3. Organizational Structure

The Department of Mobilization and Reward has a Director and several Deputy Directors.

The Director of the Department of Mobilization and Reward is responsible to the Minister of Finance for all activities of the Department; managing civil servants and assets allocated according to regulations.

Deputy Directors of the Department of Mobilization and Reward are responsible to the Director for the tasks assigned to them.

The Department of Mobilization and Reward implements its tasks under a specialist system; the Director assigns tasks to staff and civil servants in accordance with their positions, standards, capabilities, and training to fulfill their duties.

The staffing of the Department of Mobilization and Reward is decided by the Minister of Finance.

Article 4. Responsibilities and Powers of the Director

1. Directing and implementing the tasks of the Department as stipulated in Article 2 of this Decision.

2. Requesting related organizations and units to provide necessary documents, data, and texts for the implementation of assigned tasks.

2. Signing guidance documents, explanations, and responses to issues concerning regulatory documents on mobilization and reward work issued according to the assignment of the Minister of Finance and documents signed by delegation or authorization of the Minister in accordance with the Ministry's operational regulations.

Article 5. Effectiveness and Responsibility for Implementation

This Decision takes effect from the date of signing. Decree No. 2861/QD-BTC dated August 21, 2006 of the Minister of Finance stipulating the functions, tasks, powers, and organizational structure of the Department of Mobilization and Reward is hereby abolished.

The Director of the Department of Mobilization and Reward, the Director of the Department of Organization and Cadres, the Head of the Office of the Ministry of Finance, and the Heads of organizations and units under the Ministry are responsible for implementing this Decision./.
