DECISION OF THE PRIME MINISTER

Regarding the establishment Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).The National Board for International Economic Cooperation

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

To unify the Government's guidance on Vietnam's accession and activities within international and regional economic and trade organizations;

Considering the proposals of the Minister of the Government Organization and Cadre Affairs Department, the Minister of Trade, the Minister of Foreign Affairs, and the Chairman of the Government Office;

DECISION:

Article 1. Establishes the National Board for International Economic Cooperation, consisting of the following members:

Chairperson Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).Chairperson: Deputy Prime Minister Nguyen Manh Cam.

Deputy Chairman Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).Vice-Chairperson: Minister of Trade Truong Dinh Tuyen.

Secretary-General and Head of the Government's International Economic and Trade Negotiation Delegation: Deputy Minister of Trade.

Deputy Minister of Foreign Affairs.

Deputy Minister of Planning and Investment.

Deputy Minister of Finance.

Deputy Minister of Science, Technology, and Environment.

Deputy Minister of Industry.

Deputy Minister of Agriculture and Rural Development.

Deputy Minister of Culture, Sports and Tourism.

Deputy Minister of Justice.

Deputy Director of the Government Office.

Deputy Governor of the State Bank.

Director General of the General Department of Customs.

Director General of the General Department of Tourism.

Article 2. Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).The National Board for International Economic Cooperation shall have the main tasks and powers as follows:

1. Assist the Prime Minister in directing and coordinating the activities of ministries, sectors, and localities in Vietnam's participation in economic and trade activities within the Association of Southeast Asian Nations (ASEAN), Asia-Europe Meeting (ASEM); negotiations to join and operate within the World Trade Organization (WTO), Asia-Pacific Economic Cooperation (APEC) and other international and regional economic and trade organizations. A (ASEAN), the Asia-Europe Meeting (ASEM); A negotiating to join and operate within the World Trade Organization (WTO), the Asia-Pacific Economic Cooperation Forum (APEC) A and other international and regional economic-trade organizations.

2. Assist the Prime Minister in examining and deciding on policies and negotiation strategies as a basis for building negotiation plans of relevant ministries and sectors and directing the Government's International Economic and Trade Negotiation Delegation during the process of joining international and regional economic and trade organizations; guiding the activities of relevant ministries and sectors related to these organizations' fields of operation.

3. Assist the Prime Minister in directing ministries and sectors to adjust, supplement, and perfect domestic legal systems and policies on economy and trade to adapt to the institutions of international and regional economic and trade organizations that Vietnam participates in.

4. Assist the Prime Minister in supervising and inspecting ministries, sectors, localities, and units in implementing commitments and obligations, as well as protecting Vietnam's rights and interests within international and regional economic and trade organizations.

5. Timely report to the Prime Minister on the negotiation process and the direction of ministries and sectors during their participation in international and regional economic and trade organizations.

6. Performing other tasks assigned by the Prime Minister.

Article 3. In addition to the Chairperson, Vice-Chairpersons, and members, the organizational structure of the Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).National Board for International Economic Cooperation includes:

1. Supporting machinery Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).The supporting machinery of the National Board for International Economic Cooperation is the Secretariat located at the Ministry of Trade.

Functions, tasks, and staffing of the Secretariat Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).are determined by the Chairperson Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).of the Board based on the proposals of the Minister of the Government Organization and Cadre Affairs Department and the Minister of Trade.

2. The Government's International Economic and Trade Negotiation Delegation (Established by a separate decision of the Prime Minister).

Article 4. Establish specialized units in relevant ministries and sectors responsible for Vietnam's accession and activities within international and regional economic and trade organizations related to those ministries and sectors.

Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).The National Board for International Economic Cooperation and the Government Organization and Cadre Affairs Department guide the establishment of specialized units in relevant ministries and sectors.

Article 5.

1. Funding for Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).the National Board for International Economic Cooperation is provided from the state budget and is consolidated into the funding of the Ministry of Trade.

2. Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).The National Board for International Economic Cooperation drafts regulations on its organization and operations, to be submitted to the Prime Minister for approval.

Article 6. This Decision takes effect fifteen days from the date of signature.

Article 7. Chairperson Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).the National Board for International Economic Cooperation, ministers, heads of ministerial-level agencies under the Government, Chairperson Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).of provincial people's committees directly under the central government shall be responsible for implementing this Decision./.
