Regarding the establishment of the Enterprise Management Reform Board

at Construction General Corporation 4

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
To implement Directive No. 20/1998/CT-TTg dated April 21, 1998 of the Prime Minister on accelerating the restructuring and reform of state-owned enterprises;
Considering the proposal of the Board of Directors of Construction General Corporation 4 and the Director of the Cadre and Civil Servant Organization Department,

DECISION:

Article 1. Establish the Enterprise Management Reform Board at Construction General Corporation 4, consisting of the following individuals:

1.1. Mr. Dao Van Thoai, Chairman of the Board of Directors, Head of the Board;

1.2. Mr. Vu Quyet Tam, Deputy General Manager, Deputy Head of the Board;

1.3. Mr. Tran Duc Bang, Chief Accountant of the General Corporation, Regular Member;

1.4. Mr. Ninh Van Kiem, Member of the Party Committee of the General Corporation, Member;

1.5. Mr. Phan Van Ung, Chairman of the Trade Union of the General Corporation, Member;

1.6. Mr. Dinh Van Dien, Head of the Cadre and Civil Servant Organization - Labor Department of the General Corporation, Member;

1.7. Mr. Nguyen Van Viet, Head of the Planning and Business Department of the General Corporation, Member.

Article 2. The Enterprise Management Reform Board at Construction General Corporation 4 shall have the main tasks as follows:

2.1. Based on the program, plan, and directives of the Ministry of Agriculture and Rural Development regarding enterprise reform and shareholding, carry out the preparation of the reform and shareholding plan for the General Corporation for the leadership of the General Corporation to consider and submit to the leadership of the Ministry;

2.2. Organize the implementation of the reform and shareholding plan for the General Corporation after the plan has been approved by the Ministry;

2.3. Supervise, urge, and guide the Enterprise Management Reform Boards at subsidiary units to fulfill their reform and shareholding tasks;

2.4. Carry out necessary specialized tasks according to the guidance of the Enterprise Management Reform Board of the Ministry.

Article 3. This Decision takes effect from the date of signing. Decisions previously issued regarding the establishment of the Enterprise Management Reform Board and the Shareholding Board at Construction General Corporation 4 are hereby abolished.

Article 4. The Head of the Ministry's Office, the Director of the Cadre and Civil Servant Organization Department, the Heads of relevant units under the Ministry, the Board of Directors of Construction General Corporation 4, the Head of the Enterprise Management Reform Board at Construction General Corporation 4, and the individuals named in Article 1 above are responsible for implementing this Decision./.
