Pursuant to Article 9, Article 10, Article 11, and Article 59 of the Law on Elections of People's Council Deputies (amended) dated June 21, 1994;
PURSUANT TO THE PROPOSAL OF THE CHAIRMAN OF THE PROVINCE PEOPLE'S COMMITTEE OF YEN BAI AT DOCUMENT NO. 202/UB ON MARCH 19, 2002 AND THE MINISTER, HEAD OF THE ORGANIZATION-CIVIL SERVICE DEPARTMENT OF THE GOVERNMENT AT PETITION NO. 78/TTr-BTCCBCP ON MARCH 22, 2002,
