DECISION OF THE PRIME MINISTER
Regarding the supplementation of projects to construct cultural villages, hamlets, and communes in areas with special circumstances into the national target program
on culture for the period 2001-2005

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 71/2001/QĐ-TTg dated May 4, 2001 of the Prime Minister on national target programs for the period 2001-2005;
Considering the proposal of the Minister of Culture and Information at Circular No. 3311/VHTT-VHTTCS dated July 30, 2002,
DECISION:
Article 1. Supplementing the Project "Construction of Cultural Villages, Hamlets, and Communes in Areas with Special Circumstances" into the National Target Program on Culture for the period 2001-2005.
Article 2. The Ministry of Culture and Information shall be responsible for directing the construction and completion of the Project, paying attention to incorporating suggestions from relevant agencies, and approving the Project in accordance with current regulations.
Article 3. The funding for this Project shall be included in the budget of the National Target Program on Culture. Specifically, the funding for the Project in 2003 shall be supplemented to the 2003 budget of the National Target Program on Culture by the Ministry of Culture and Information in coordination with the Ministry of Planning and Investment and the Ministry of Finance, to be submitted to the Prime Minister for approval.
Article 4. Responsibilities of Ministries, sectors, and localities.
1. The Ministry of Culture and Information shall take the lead and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Education and Training, the Committee 184 (Central Committee for Mass Mobilization), the Government Religious Council, the Ethnic Minorities Commission, the Sports and Physical Training Commission, the Ministry of Defense, the Ministry of Public Security, and other relevant ministries and agencies to provide guidance, organize direction, inspect, and urge localities to implement the Project in accordance with its objectives and schedule.
2. People's Committees of provinces and centrally-administered cities that participate in implementing the Project need to proactively integrate Project activities with other economic and social programs and projects in their respective regions; mobilize additional resources to enhance the effectiveness of the Project.
Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 6. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces participating in implementing the Project, and related entities shall be responsible for enforcing this Decision.
