DIRECTIVE
Regarding the launch of a special campaign from now until the end of 2005 to successfully implement the five-year socio-economic development plan (2001-2005) and to make practical contributions to celebrating major holidays in 2004-2005
and the Seventh National Model Worker Congress
On May 21, 2004, the Political Bureau of the Central Committee of the Communist Party of Vietnam issued Directive No. 39-CT/TW on continuing to innovate and promote patriotic emulation movements, identifying, nurturing, summarizing, and promoting exemplary models.
To effectively implement the aforementioned directive, the Prime Minister requests that ministries, sectors, provincial People's Committees under the central government, and urges people's organizations to directly guide and organize the implementation of the following specific tasks:
1. Launching a special campaign, focusing efforts on completing the remaining months' plans for 2004 and the full year 2005, achieving success in the five-year socio-economic development plan (2001-2005), making practical contributions to celebrating major national anniversaries:
- Celebrating the 30th anniversary of the complete liberation of the South and reunification of the country (April 30, 1975 - April 30, 2005).
- Commemorating the 30th anniversary of the complete liberation of the South and reunification of the country (April 30, 1975 - April 30, 2005).
- Celebrating the 60th anniversary of the August Revolution (August 19, 1945 - August 19, 2005) and National Day (September 2, 1945 - September 2, 2005).
- Celebrating the 60th anniversary of the establishment of the Culture and Information sector (August 28, 1945 - August 28, 2005) and the Model Competition Congress of the Culture and Information sector.
The common slogan during this special competition period is: "Harnessing the strength of national solidarity to achieve the five-year socio-economic development plan (2001-2005) successfully."

With this spirit, each sector, locality, and grassroots level, under the leadership of party committees at all levels, must clearly define specific goals, directing the emulation movement towards effectively implementing socio-economic development targets and ensuring national defense and security in 2004, creating a solid foundation to strive for and exceed the targets of the 2005 plan.
- Promoting socialization in various fields, particularly in education, healthcare, culture, improving state management in these areas to enhance effectiveness and better meet the needs of the people. Effectively addressing pressing social issues. Vigorously promoting labor export activities, establishing mechanisms and policies for managing and enhancing training for labor exports. Gradually curbing social evils. Implementing measures to reduce traffic accidents.
- Continuing to strengthen national defense and security, combining national defense and security with socio-economic development; intensifying crackdowns on criminal activities; strengthening discipline in social management.
Ministries, sectors, provinces, and centrally governed cities should focus on researching innovations and creative forms and methods of organizing emulation campaigns suitable for different levels, sectors, agencies, units, and localities to create new quality in the emulation movement. Emphasizing the promotion of the following emulation campaigns:
+ Nationwide campaign for the people to excel in economic endeavors, enrich themselves, their communities, and the nation, striving each year to have more localities and units without poor households, rapidly increasing the number of wealthy households.
+ Nationwide campaign for building a civilized lifestyle and movements to curb and eliminate negative phenomena, social evils, harmful cultural products, contributing to the implementation of the Resolution of the 10th Plenary Session of the Central Committee of the Party (Term IX) on "Building and developing a modern Vietnamese culture imbued with national characteristics," gradually putting the Resolution into practice.
+ Nationwide campaign to become a learning society, aiming to improve literacy, especially among cadres, party members, and the younger generation.
+ Campaign for building a strong national defense and security.
2. Promoting production, combating waste, and avoiding ostentatious displays during holidays and award ceremonies.
3. Implementing the study and dissemination of the Law on Encouragement and Reward and the Government Decree guiding the detailed implementation of the Law on Encouragement and Reward. Accelerating the completion of rewards for combat achievements, ensuring the effective implementation of Prime Minister's Directive No. 26/2003/CT-TTg.
4. Building outstanding examples based on lessons learned, doing well in introducing examples to be widely promoted across the country. Paying attention to identifying truly outstanding examples and new factors in patriotic emulation campaigns. The selection of awards must be accurate, recognized by the masses, with plans for nurturing and recommending appropriate forms of reward (bestowing titles of Heroic Laborer, Heroic Armed Forces Personnel in the period of renewal, conferring the title of National Model Worker in the last quarter of 2004; May 1, 2005; September 2, 2005).
5. Continuously innovating organizational work and personnel in encouragement and reward; ministries, sectors, and localities should consolidate their structures and personnel, ensuring they are streamlined and effective according to the spirit of Directive No. 39-CT/TW of the Political Bureau. Strengthening the training and development of personnel in encouragement and reward to meet the requirements of innovation in encouragement and reward work and the implementation of the Law on Encouragement and Reward.
6. The Ministry of Culture, Sports and Tourism and mass media organizations at the central and local levels should attach importance to regular propaganda for emulation campaigns and, at designated times, focus on propaganda for the emulation congresses at all levels and the Seventh National Model Worker Congress, highlighting the achievements of the patriotic emulation movement across all aspects of socio-economic life, national defense, and security. Organizing contests for the creation and publication of works about heroes, model workers, good people, and good deeds during the period of renewal.
The Prime Minister requests that ministers, heads of ministerial-level agencies, heads of agencies under the Government, and chairpersons of provincial People's Committees under the central government organize the implementation of this Directive./.
