DECISION
ON THE ESTABLISHMENT OF THE VIETNAM - SPAIN FRIENDSHIP ASSOCIATION
MINISTER OF HOME AFFAIRS
Pursuant to Decree No. 102-SL/L004 dated May 20, 1957 promulgating the Law on the right to establish Associations;
Pursuant to Government Decree No. 45/2003/NĐ-CP dated May 9, 2003 regarding the functions, tasks, powers and organizational structure of the Ministry of Home Affairs;
Pursuant to Government Decree No. 88/2003/NĐ-CP dated July 30, 2003 on organization, operation, and management of Associations;
Considering the proposal of the Vietnam - Spain Friendship Association, opinions from the Ministry of Foreign Affairs, the Federation of Vietnamese Friendship Organizations, and the Department for Non-Governmental Organizations.
DECIDES:
Article 1. To permit the establishment of the Vietnam - Spain Friendship Association.
Article 2. The Vietnam - Spain Friendship Association shall be subject to state management by the Ministry of Foreign Affairs and operate in accordance with its charter approved by the Ministry of Home Affairs.
The Vietnam - Spain Friendship Association shall bear all costs and means for its activities on its own.
Article 3. This Decision takes effect fifteen days after publication in the Official Gazette.
Article 4. The Vietnam - Spain Friendship Association, the Federation of Vietnamese Friendship Organizations, and the Head of the Department for Non-Governmental Organizations are responsible for implementing this Decision./.
