Pursuant to Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

Article 1. The Central Institute of Hematology and Blood Transfusion under the Ministry of Health shall be established based on the Hematology and Blood Transfusion Institute at Bach Mai Hospital.
The Central Institute of Hematology and Blood Transfusion is a public service entity, having legal personality, its own seal, receiving state budget funding, opening an account at the State Treasury, and having its headquarters in Hanoi City.
The Central Institute of Hematology and Blood Transfusion has the trading name in English as: National Institute of Hematology and Blood Transfusion, abbreviated as: NIHBT.
Article 2. The Central Institute of Hematology and Blood Transfusion has the functions of specialized medical examination and treatment; blood product manufacturing; collecting, screening, and supplying blood and blood products; scientific research, training; guiding, directing, and inspecting professional matters for the hematological and blood transfusion system nationwide; implementing international cooperation in the field of hematology and blood transfusion in accordance with the law.
The Minister of Health shall specify in detail the functions, tasks, powers, and organizational structure of the Central Institute of Hematology and Blood Transfusion.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees are responsible for enforcing this Decision.
