Pursuant to the Post and Telecommunications Ordinance dated May 25, 2002;

Pursuant to the Government's Decree No. 157/2004/ND-CP dated August 18, 2004 detailing the implementation of certain provisions of the Post and Telecommunications Ordinance regarding postal services;

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;

At the proposal of the Director of the Postal Services Department and the Director of the Science and Technology Department,

DECISION:

Article 1. Scope of Regulation

These regulations stipulate the design and installation of postal mailboxes in multi-story buildings with multiple users.

Article 2. Applicability

These regulations apply to organizations and individuals in Vietnam; foreign organizations and individuals operating in Vietnam related to the design and installation of postal mailboxes in multi-story buildings with multiple users.

Article 3. Principles for designing postal mailboxes

1. In each building, postal mailboxes must be uniform in design style, size, color, and production material to ensure aesthetic appeal and safety.

2. The production materials for mailboxes must be moisture-resistant, non-adhesive, harmless to human health, and not affect the quality of items stored inside.

3. The letter slot must be designed at an incline from inside to outside or vertically.

4. The corners of the mailbox must be right angles.

Article 4. Design Style and Size of Postal Mailboxes (see Appendix)

1. Postal mailboxes shall be designed according to one of the following two styles:

a) Horizontal design style.

b) Vertical design style.

2. Minimum size of postal mailboxes according to the design style.

a) Height of the letter slot: 3 cm.

c) Width of the letter slot: 28 cm.

Article 5. Installation of Postal Mailboxes

1. Principles for installing postal mailboxes.

a) Installation principle: Postal mailboxes must be placed on the first floor of the building, in easily visible and accessible locations, convenient for management, service provision, and use; connections between mailboxes and the connection between centralized mailboxes and their mounting points must be secure.

b) The letter slot, location of the lock for opening the mailbox, and address receiving window must be installed on the front of the mailbox.

c) Numbering principle: Postal mailboxes shall be numbered according to the independent receiving addresses within the building.

2. Location for installing postal mailboxes (see Appendix).

a) Distance from the top of the postal mailbox to the top of the letter slot: 3 cm.

b) Minimum distance from the bottom of the postal mailbox to the floor where it is installed: 50 cm.

c) Maximum distance from the top of the postal mailbox to the floor where it is installed: 170 cm.

Article 6. Effectiveness

These regulations shall take effect fifteen days from the date of publication in the Official Gazette.

Article 7. Responsibility for Implementation

The Head of the Office, the Inspector General of the Ministry, the Directors of the Postal Services Department and the Science and Technology Department, the Heads of relevant agencies and units under the Ministry are responsible for implementing these regulations./.
