CIRCULAR
Regulations on national technical standards for automobile exhaust emissions
produced, assembled, and newly imported

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
The Minister of Science and Technology hereby promulgates the regulations on the application of technical standards and regulations for nuclear safety in site selection, design, construction, operation, and decommissioning of nuclear power plants.
Pursuant to the Law on Issuing Legal Regulatory Documents dated June 3, 2008;
Pursuant to Decree No. 24/2009/NĐ-CP dated March 5, 2009 of the Government detailing and providing implementation measures for the Law on Issuing Legal Normative Documents;
Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
The Minister of Transport hereby promulgates national technical standards for automobile exhaust emissions produced, assembled, and newly imported as follows:
Article 1. National technical standard for automobile exhaust emissions produced, assembled, and newly imported, code number QCVN 05:2009/BGTVT is issued together with this Circular.
Article 2. This Circular shall take effect six months from the date of issuance.
For annual inspection as provided for in Clause 3.7.2, Article 3.7, Section 3 of the national standard issued together with this Circular to reconfirm the validity of the certificate shall be applied two years from the date this Circular takes effect.
Article 3. The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of Bureaus, Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular.
