CIRCULAR
REGARDING THE CHARGES FOR CONNECTION BETWEEN INTERNATIONAL FIXED TELECOMMUNICATION NETWORKS AND MOBILE COMMUNICATION NETWORKS

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
BASED ON THE DECISION NO. 39/2007/QĐ-TTg dated March 21, 2007 OF THE GOVERNMENT PRIME MINISTER ON THE MANAGEMENT OF CHARGES FOR POST AND TELECOMMUNICATION SERVICES;
AT THE PROPOSAL OF THE HEAD OF THE TELECOMMUNICATION DEPARTMENT,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. THE CHARGES FOR CONNECTION BETWEEN THE INTERNATIONAL FIXED TELECOMMUNICATION NETWORK (HEREINAFTER REFERRED TO AS THE INTERNATIONAL NETWORK) AND THE MOBILE COMMUNICATION NETWORK (HEREINAFTER REFERRED TO AS THE MOBILE NETWORK) ARE ESTABLISHED AS FOLLOWS:
1. IN CASE THE INTERNATIONAL NETWORK AND THE MOBILE NETWORK CONNECT DIRECTLY WITH EACH OTHER, THE INTERNATIONAL NETWORK SHALL PAY THE MOBILE NETWORK INITIATING OR TERMINATING THE CALL A CONNECTION CHARGE OF 550 DONG PER MINUTE.
2. IN CASE THE INTERNATIONAL NETWORK AND THE MOBILE NETWORK CONNECT THROUGH THE NATIONAL LONG-DISTANCE NETWORK, THE INTERNATIONAL NETWORK SHALL PAY THE MOBILE NETWORK INITIATING OR TERMINATING THE CALL A CONNECTION CHARGE AS PROVIDED FOR IN CLAUSE 1 OF THIS ARTICLE AND PAY THE NATIONAL LONG-DISTANCE NETWORK A CONNECTION CHARGE FOR TRANSFERRING THE CALL AS PROVIDED FOR IN THE REGULATIONS ON CONNECTION CHARGES FOR TRANSFERRED CALLS THROUGH THE NATIONAL LONG-DISTANCE NETWORK.
Article 2. THE CONNECTION CHARGES SET OUT IN THIS CIRCULAR DO NOT DIFFERENTIATE BETWEEN NORMAL HOURS, LOW-TRAFFIC HOURS, AND PEAK HOURS.
Article 3. THE CONNECTION CHARGES SET OUT IN THIS CIRCULAR DO NOT INCLUDE VALUE ADDED TAX.
Article 4. THIS CIRCULAR SHALL TAKE EFFECT FROM JANUARY 15, 2010. ALL PRIOR PROVISIONS CONTRADICTING THE PROVISIONS OF THIS CIRCULAR SHALL BE ABROGATED.
Article 5. THE HEAD OF THE OFFICE, THE HEAD OF THE TELECOMMUNICATION DEPARTMENT, THE HEADS OF THE UNITS UNDER THE MINISTRY OF INFORMATION AND COMMUNICATION, THE GENERAL DIRECTORS, AND THE DIRECTORS OF TELECOMMUNICATION COMPANIES SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
