Pursuant to Decree No. 96/2008/NĐ-CP dated August 26, 2008 of the Government on the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;

The Governor of the State Bank of Vietnam issues this Circular stipulating the Statistical Reports applicable to units under the State Bank of Vietnam and credit organizations, foreign bank branches,
Chapter I
GENERAL PROVISIONS
Article 1. Scope of Regulation
The Statistical Report applicable to units under the State Bank of Vietnam and credit organizations, foreign bank branches (hereinafter referred to as the Statistical Report) prescribed in this Circular falls within the category of Basic Statistical Reporting System as provided for in the Law on Statistics No. 04/2003/QH11 dated June 17, 2003.
The Statistical Report prescribed in this Circular is a form of collecting statistical information from reporting units to meet the needs of performing the State management function over monetary matters, banking activities, and the central banking function of the State Bank of Vietnam.
For other reports not covered by this Circular, reporting units shall comply with current regulations issued by the Governor of the State Bank of Vietnam and competent state management agencies.
Article 3. Receiving Units
1. Units within the organizational structure of the State Bank of Vietnam (hereinafter referred to as units under the State Bank of Vietnam).
2. Credit institutions (excluding microfinance organizations), foreign bank branches established and operating in Vietnam pursuant to the Law on Credit Institutions (hereinafter collectively referred to as credit institutions).
Article 4. Statistical Reporting Forms
The entity receiving the report is units under the State Bank of Vietnam.
Article 4. Indicators and forms of statistical reports (hereinafter referred to as indicators and forms of reports)
1. The reporting indicators are classified into groups of indicators. Each group of indicators has different subgroups of indicators.
2. Periodic reporting indicators and forms: The periodic preparation, submission deadlines, reporting units, contents, and instructions for reporting periodic indicators and forms are specified in Article 11 of this Circular and Appendices 1, 2, 4a, and 4b attached hereto.
3. In cases where necessary for management and guidance purposes, the Governor of the State Bank of Vietnam or the Governor of the State Bank of Vietnam branch in provincial-level cities directly under the Central Government may request reports according to indicators and forms of reports not yet prescribed in this Circular; reporting units shall be responsible for timely and fully meeting such reporting requirements.
2. Guidelines for classifying small and medium-sized enterprises and Vietnamese residents and non-residents are provided in Appendix 2 attached to this Circular; classification of organizational and individual forms, small and medium-sized enterprises, and primary economic sectors across three economic regions is detailed in Appendix 4 attached to this Circular.
1. Specific provisions regarding statistical code application in banking statistics work are stipulated in Appendix 5 attached hereto.
2. Guidelines for classifying types of organizations and individuals, sectoral classification according to three economic sectors, and resident and non-resident classification of Vietnam are stipulated respectively in Appendices 6, 7, and 8 attached hereto.
2. Paper-based reporting is in printed form and must conform to the prescribed format, bearing the seal and signature of the authorized person of the reporting unit, along with the signatures and names of the preparer and verifier of the report.
1. Electronic reports are reports presented in electronic data files transmitted through computer networks or sent via portable storage devices. Electronic reports must have complete digital signatures of the head or authorized person of the reporting unit and comply with the designated transmission codes, data structures prescribed by the State Bank of Vietnam.
Mandatory electronic reporting applies to the reporting indicators prescribed in Appendix 1 and the reporting forms with electronic reporting formats prescribed in Appendices 4a and 4b attached hereto.
2. Paper reports are reports on paper and must comply with the prescribed form, having complete seals and signatures of the authorized person of the reporting unit and the signatures and names of the preparer and the reviewer of the report.
Article 7. Network Connection and Electronic Reporting Process
1. The headquarters of credit institutions (excluding People's Credit Funds and foreign bank branches that are not the main branches of the same system operating in Vietnam) connect to the Information Technology Bureau's communication network to submit reports to the State Bank of Vietnam as prescribed in Appendices 2 and 4b attached hereto.
2. The State Bank of Vietnam branch in provincial-level cities directly under the Central Government (hereinafter referred to as the State Bank of Vietnam branch in provincial-level cities) connects to the Information Technology Bureau's communication network to submit reports to the State Bank of Vietnam as prescribed in Appendices 2 and 4a attached hereto and to access credit institution reports in their area from the common database at the State Bank of Vietnam according to the guidelines of the Information Technology Bureau.
3. People's Credit Funds connect to the State Bank of Vietnam branch in provincial-level cities where they are located to submit reports to the State Bank of Vietnam as prescribed in Appendices 2 and 4b attached hereto.
In cases where People's Credit Funds do not have the conditions to connect to the State Bank of Vietnam branch in provincial-level cities' communication network, they shall send report files via portable storage devices or submit paper reports to the State Bank of Vietnam branch in provincial-level cities where they are located. The State Bank of Vietnam branch in provincial-level cities shall be responsible for updating each People's Credit Fund's report data into its database to submit to the State Bank of Vietnam.
4. In cases where there are issues with the data transmission system, reporting units must submit report files stored on storage media to the State Bank in accordance with the following provisions:
a) Headquarters of credit institutions (excluding People's Credit Funds and foreign bank branches that are not the main branches of the same system operating in Vietnam) shall send to the Information Technology Bureau.
b) People's Credit Funds shall submit to the Information Technology Department through the State Bank branch in the province or centrally-administered city where their headquarters are located.
Article 8. Submission of Reports in Written Form
Paper reporting shall apply to the forms of reports prescribed in Clause 3 of Article 4 and the forms of reports at Appendix 4b attached hereto in cases where People's Credit Funds do not have the conditions to connect to the State Bank of Vietnam branch in provincial-level cities' communication network.
Article 9. Confidentiality of Report Information
Statistical report data and related documents classified as state secrets must be managed, used, and transmitted in accordance with the laws on protecting state secrets.
Article 10. Quality of Statistical Report Data
Statistical report figures must ensure completeness, timeliness, truthfulness, objectivity, and accuracy. When there are modifications to previously reported figures or unusual fluctuations in figures during the reporting period, the reporting unit must submit explanatory reports in writing to the receiving entity.
Article 11. Periodicity and Deadline for Submitting Reports
1. Periodic reporting.
a) Daily reporting periods are determined based on working days.
b) Monthly, quarterly, and annual reporting periods are determined according to the Gregorian calendar.
c) The ten-day reporting period (or three periods/month): the first period runs from the 1st to the 10th day of the reporting month; the second period runs from the 11th to the 20th day of the reporting month; and the third period runs from the 21st to the last day of the reporting month.
d) The fifteen-day reporting period (or two periods/month): the first period runs from the 1st to the 15th day of the reporting month; the second period runs from the 16th to the last day of the reporting month.
2. The deadline for submitting reports applies to the reporting indicators.
a) Daily report: units submit their report no later than 14:00 on the next working day following the reporting date.
b) Ten-day report (three periods/month), fifteen-day report (two periods/month): units submit their report no later than two working days following the last day of the reporting period.
c) Monthly report: units submit their report no later than the 12th day of the following month immediately after the reporting month.
d) Quarterly report: units submit their report no later than the 20th day of the first month of the following quarter immediately after the reporting quarter.
e) Annual report: units submit their report no later than the 20th day of the first month of the following year immediately after the reporting year.
e) Specifically, for the reports of each People's Credit Fund, the State Bank branch in provinces and cities sent to the State Bank shall be submitted according to the following deadlines:
- Ten-day report (three periods/month), fifteen-day report (two periods/month): submitted no later than three working days following the last day of the reporting period.
- Monthly report: submitted no later than the 15th day of the following month immediately after the reporting month.
- Quarterly report: submitted no later than the 25th day of the following month immediately after the reporting quarter.
- Annual report: submitted no later than the 25th day of the first month of the following year immediately after the reporting year.
g) In case the deadline for submitting reports differs from the provisions stated above, it will be specifically stipulated in Appendix 3 attached hereto.
3. The deadline for submitting reports applicable to the reporting forms is specified in detail on the reporting forms at Appendix 4a and Appendix 4b attached hereto.
4. If the last day of the reporting deadline coincides with a public holiday, Tet holiday, or weekend, then the submission date of the report is the next working day immediately after the holiday or weekend.
In the case of reports submitted in writing, the actual submission date of the report is considered the date recorded on the postmark of the postal office receiving the report. In the case of reports submitted through electronic reporting channels, the submission date of the report is the date when the report file is successfully transmitted to the Information Technology Department.
In urgent or unexpected cases, the unit must submit the report via fax. After sending the report via fax, the reporting unit has the responsibility to submit the formal report in writing according to the provisions of Clause 2 Article 6 and Article 8 of this Circular. The actual submission date of the report is considered the fax date.
Article 12. Review process for reporting indicators and forms
1. At the Information Technology Department:
a) Immediately upon receipt of reports within the deadlines set forth in Clause 2 and Clause 3 of Article 11 of this Circular, the Information Technology Department checks the completeness of the reporting indicators and forms transmitted electronically by the State Bank branches in provinces and cities, and headquarters of credit organizations.
If it is found that the State Bank branches in provinces and cities, or the headquarters of credit organizations have not transmitted or have transmitted incomplete reporting indicators and forms, or have transmitted incomplete reports of branches within their system, the Information Technology Department must notify them through the network to submit complete reports to the State Bank.
b) Immediately upon receipt of the review results from the units under the State Bank, the Information Technology Department promptly notifies the State Bank branches in provinces and cities, and headquarters of credit organizations through the network to handle and transmit correct data back to the Information Technology Department.
c) Immediately upon receipt of the reporting indicators and forms transmitted again by the State Bank branches in provinces and cities, and credit organizations to the Information Technology Department, the Information Technology Department promptly notifies the receiving units through the network to update the data in a timely manner.
2. At Departments, Bureaus, Inspection and Supervision Agencies:
Within four working days from the end of the reporting deadline set forth in Points c, d, e, g of Clause 2 and Clause 3 of Article 11 of this Circular, the Departments, Bureaus, Inspection and Supervision Agencies check the rationality of the aggregated data from the reporting indicators and forms under their monitoring and aggregation responsibilities as stipulated in Article 16 of this Circular; if errors are detected, the Departments, Bureaus, Inspection and Supervision Agencies send the review results of the data through the network to the Information Technology Department to notify the reporting units to transmit correct data.
3. At State Bank branches in provinces and cities:
a) Within three working days from the end of the reporting deadline set forth in Points c, d, e, g of Clause 2 and Clause 3 of Article 11 of this Circular, the State Bank branches in provinces and cities check the completeness and rationality of the aggregated data from the reporting indicators and forms of each transaction office, branch of credit organizations, and credit organizations without branches in the locality; if errors are detected, the State Bank branches in provinces and cities send the review results of the data through the network to the Information Technology Department to notify the reporting units to transmit correct data.
b) Within one working day from the date of receiving the electronic review notification from the Information Technology Department, the State Bank branches in provinces and cities must transmit complete and accurate report data to the Information Technology Department for the Departments, Bureaus, Inspection and Supervision Agencies to utilize.
4. At credit organizations:
Within three working days from the date of receiving the electronic review notification from the Information Technology Department, the headquarters of credit organizations must transmit complete and accurate report data to the Information Technology Department for the units under the State Bank to utilize.
Article 13. Review Procedure for Written Reporting Forms
1. At Departments, Bureaus, Inspection and Supervision Agencies:
a) Within two working days from the expiration date of the deadline for submitting reports as prescribed in the reporting forms, the Departments, Bureaus, Inspection and Supervision Agencies shall check the completeness and reasonableness of the aggregated data from the reporting forms; If they discover that the reporting unit has not submitted the report or the reported data is incorrect, the Departments, Bureaus, Inspection and Supervision Agencies shall notify the reporting unit via telephone or fax to submit the complete report or correct data.
b) Within one working day from the date of receiving the review notification via telephone or fax from the Departments, Bureaus, Inspection and Supervision Agencies, the reporting unit must submit the complete report or correct data to the Departments, Bureaus, Inspection and Supervision Agencies.
2. At State Bank Branches in provinces and cities:
a) Within two working days from the expiration date of the deadline for submitting reports as prescribed in the reporting forms applicable to Credit Cooperatives and State Bank Branches at provincial and municipal levels, the State Bank Branches at provincial and municipal levels shall check the completeness and reasonableness of the aggregated data from the reporting forms of Credit Cooperatives within their jurisdiction; If they discover that the Credit Cooperative has not submitted the report or the reported data is incorrect, the State Bank Branches at provincial and municipal levels shall notify the Credit Cooperative via telephone or fax to submit the complete report or correct data.
Upon receipt of the resubmitted report from the Credit Cooperative within their jurisdiction, the State Bank Branches at provincial and municipal levels must compile the data accurately and transmit it through the computer network to the Bureau of Information Technology for exploitation by units under the State Bank.
3. At Credit Cooperatives:
Within two working days from the date of receiving the review notification via telephone or fax from the State Bank Branches at provincial and municipal levels, the Credit Cooperatives must submit the complete report or correct data to the State Bank Branches at provincial and municipal levels.
Article 14. Indicators, Reporting Forms Not Generated
For indicators and reporting forms prescribed in Appendix 1, Appendix 4a, and Appendix 4b which are not generated, the reporting units shall implement according to the guidance of the Bureau of Information Technology.
Chapter II
RESPONSIBILITIES OF UNITS UNDER THE STATE BANK AND CREDIT ORGANIZATIONS IN IMPLEMENTING STATISTICAL REPORTS
Article 15. According to their assigned functions and tasks, the Departments, Bureaus, Inspection and Supervision Agencies shall have the following responsibilities:
1. Develop indicators and reporting forms related to the implementation of their own functions and tasks.
2. When there is a request to amend, supplement, or issue new indicators and reporting forms related to the implementation of their own functions and tasks, the Departments, Bureaus, Inspection and Supervision Agencies must develop the necessary indicators and reporting forms, coordinate with the leading unit, the Department of Forecasting and Monetary Statistics, and have the Department of Forecasting and Monetary Statistics submit them to the Governor of the State Bank for issuance.
2. Coordinate with the Department of Forecasting and Monetary Statistics to organize training sessions on statistical reporting, guiding the establishment of indicators and reporting forms developed by their own unit.
3. Coordinate with the Department of Forecasting and Monetary Statistics to guide and promptly respond to the reporting units regarding issues related to their responsibility in implementing this Circular. In cases where they are instructed by the Governor of the State Bank to provide guidance or responses to reporting units for matters within their professional management scope, they must also send copies of their guidance or responses to the Department of Forecasting and Monetary Statistics.
4. Monitor and urge the reporting units to submit all indicators and reporting forms fully and on time as stipulated in Article 16 of this Circular; when discovering errors in the reported indicators, they must promptly require the reporting unit to correct and resubmit the accurate data; cooperate with the Bureau of Information Technology to review the electronic submission of the reporting unit through the computer network.
5. Within ten working days from the expiration date of the submission deadline as prescribed in points c, d, đ, e, g of Clause 2 and Clause 3 of Article 11 of this Circular, the Departments, Bureaus, and Inspection and Supervision Agencies shall process and review the indicators and reporting forms under their responsibility, transmit the reviewed data through the computer network to the Bureau of Information Technology for updating into the common database of the State Bank.
6. Quarterly, evaluate the situation of implementing statistical reports by the reporting units for the indicators and reporting forms under their responsibility, and send comments to the Department of Forecasting and Monetary Statistics no later than the last working day of the first month of the subsequent quarter for consolidation and general notification.
7. Organize the storage and management of statistical reports received directly from the reporting units according to current regulations on file and document management in the banking sector.
8. Coordinate with the Inspection and Supervision Agencies and the Internal Audit Department to inspect and audit relevant organizations and units in implementing this Circular.
9. Establish and submit indicators and reporting forms to the receiving units as prescribed in this Circular.
Article 16. Responsibilities of Departments, Bureaus, and Banking Supervision AgenciesF1. To monitor banks in the construction, tracking, urging, reviewing, and summarizing of indicators and reporting forms.
1. Department of Forecasting and Monetary Statistics: 1A.1, 1B.1, 1D, 1G, 2A, 2B, 5A.7, 7C, 7D, 7E.
2. Department of Monetary Policy: 1C, 3A, 7B.
3. Credit Department: 1A.2, 1A.3, 1B.2, 1B.3, 1E, 7A.3, 7A.4, 8E.
4. Foreign Exchange Management Department: 5A.1, 5A.2, 5A.3, 5A.4, 5A.5, 5A.6, 5B.
5. Payment Department: 4A, 4B.
6. Issuance and Treasury Bureau: 4C.
7. Banking Inspection and Supervision Agency: 6A, 6B, 6C, 8A, 8B, 8C, 8D, 8G, 8H, 81, 8K, 8L, 8M, 8N, 8O, 8P, 8Q, 8R, 8S, 8T.
8. Trading Department: 7A.1, 7A.2.
9. Units receiving reports as specified in the reporting forms attached as Appendix 4a and Appendix 4b to this Circular shall be responsible for monitoring, urging, reviewing, and summarizing the reporting forms received from their units.
Article 17. Responsibilities of the Department of Forecasting and Monetary Statistics
In addition to the responsibilities stated in Articles 15 and 16 of this Circular, the Department of Forecasting and Monetary Statistics shall also be responsible for:
1. Being the central unit at the State Bank of Vietnam for receiving written recommendations regarding the implementation of this Circular, coordinating with related units to respond to the recommending units; Monitoring the handling of recommendations by related units.
2. Updating and announcing on the State Bank of Vietnam's website the statistical lead units in State Bank of Vietnam units for credit organizations to contact and exchange when encountering difficulties.
3. Summarizing and advising the Governor of the State Bank of Vietnam to approve the exploitation rights and supplementation, modification of exploitation rights of reviewed indicators and reporting forms for State Bank of Vietnam units.
4. Coordinating with related units to guide and inspect the implementation of this Circular; Regularly quarterly, summarizing observations and evaluations of the implementation of reporting regulations stipulated in this Circular and sending them to related units upon the Governor's instruction.
5. Leading and coordinating with related units to regularly establish, maintain, store, provide, and publish comprehensive statistical data according to laws and the Governor's directives.
Article 18. Responsibilities of the Information Technology Bureau
1. Being the central unit organizing the receipt of indicators and reporting forms in data file format, checking the name, structure of the file, and report index code transmitted through the network or sent via portable media. If the report is incorrect in name, file structure, or report index code, it must request the reporting unit to correct and resubmit according to regulations; promptly feedback the status of the data file to the reporting unit. In case of data transmission failure at the State Bank of Vietnam, it must promptly notify the reporting unit and immediately implement measures to resolve the issue.
2. Develop and manage the database of statistical reports for the State Bank of Vietnam; ensure the utilization of statistical data for units under the State Bank of Vietnam.
3. Connecting and maintaining communication networks for State Bank of Vietnam units.
4. Providing, establishing, installing, and guiding the operation of electronic reporting software for State Bank of Vietnam units to transmit, receive, track, summarize, exploit, review indicators and reporting forms through computer networks and record, back up logs of sent indicators and reporting forms.
5. Leading and coordinating with the Department of Forecasting and Monetary Statistics to research and develop applications for reporting and statistics work, implementing electronic reporting procedures through information technology networks, and guiding the implementation of this Circular according to the Governor's directives.
6. Leading and coordinating with State Bank of Vietnam units and main offices of credit organizations to handle difficulties during the process of reviewing electronic reports.
7. Guiding the issuance and management of encryption keys and digital signature programs used in reporting for reporting units directly connected to the Information Technology Bureau's communication network.
8. Leading and coordinating with the Department of Forecasting and Monetary Statistics and related units to establish and promulgate report index codes. Guiding regulations on the name and structure of electronic report data files and guiding units to prepare and send non-generating indicators and reporting forms to implement this Circular.
9. Establishing and guiding procedures for sending electronic report files applicable to State Bank of Vietnam units in cases where the State Bank of Vietnam's data transmission system experiences issues.
10. In cases where reporting units notify that they have transmitted report data files but receiving units still have not received report indicators through the network, after receiving feedback from receiving units, the Information Technology Bureau shall be responsible for checking and verifying the transmission of report data files by reporting units and informing receiving units of the results to coordinate timely resolution.
11. Promptly updating indicators and reporting forms corrected by reporting units according to the State Bank of Vietnam's review requirements.
12. Recording and backing up logs of received indicators and reporting forms from reporting units. Quarterly, no later than the last day of the first month of the next quarter, sending notifications of received and reviewed indicators and reporting forms in the previous quarter to State Bank of Vietnam units through the information network for evaluation, comments, and notification of the implementation and compliance with regulations in this Circular by reporting units.
13. Regularly monthly, no later than the 30th of the following month, summarizing and notifying through the information network the results of processing and reviewing indicators and reporting forms of the previous adjacent month for Departments, Bureaus, and Banking Inspection and Supervision Agencies, and sending to the Department of Forecasting and Monetary Statistics for overall monitoring.
Article 19. Responsibilities of the Banking Inspection and Supervision Authority
In addition to the responsibilities set forth in Articles 15 and 16 of this Circular, the Banking Inspection and Supervision Authority shall have the responsibility to:
1. Inspect organizations, units, and individuals related to their compliance with this Circular and handle violations according to the provisions of the law for acts of violation.
2. Based on observations and evaluations of the implementation of the reporting regulations stipulated in the State Bank's quarterly statistical reports, the Banking Inspection and Supervision Authority shall handle violations according to the provisions of the law against organizations, units, and individuals who violate the provisions of this Circular.
Article 20. Responsibilities of the Internal Audit Department
The Internal Audit Department shall be responsible for checking the compliance of State Bank units with this Circular through audit rounds.
Article 21. Responsibilities of the State Bank Branches in Provinces and Cities
1. Urge People’s Credit Funds within their jurisdiction to submit all required indicators and report forms in a timely manner; review the reasonableness of the reports; compile the reports and submit them to the State Bank as prescribed in this Circular.
2. Where there has not yet been (or does not exist) any activity related to the content of the indicators or report forms prescribed in this Circular within the province or city, the State Bank Branches in Provinces and Cities must comply with the provisions of Article 14 of this Circular.
3. Quarterly, evaluate and report on the implementation of this Circular by People’s Credit Funds within their jurisdiction, and simultaneously report to the State Bank (Department of Forecasting and Monetary Statistics) no later than the last working day of the first month of each quarter for consolidation and general notification.
4. Establish and submit the required indicators and report forms to the receiving units as prescribed in this Circular. Review, correct, and promptly submit the reports accurately to the Information Technology Bureau upon receipt of requests for electronic report reviews from the Information Technology Bureau.
5. Directly contact State Bank units responsible for monitoring and consolidating the indicators and report forms as prescribed in Article 16 of this Circular or reflect in writing to the State Bank (Department of Forecasting and Monetary Statistics) when encountering difficulties during implementation.
6. Conduct inspections and checks on the compliance of the relevant organizations, units, and individuals within their jurisdiction with the provisions of this Circular.
Article 22. Responsibilities of Credit Institutions
1. Strictly comply with the reporting statistical regulations of the Governor of the State Bank as stipulated in this Circular. If any difficulties arise during implementation, they must be reported promptly to the State Bank for clarification according to the following procedures:
a) The main office of the credit institution (excluding People’s Credit Funds and foreign bank branches that are not the lead branches of the same system operating in Vietnam) shall directly contact State Bank units responsible for monitoring and consolidating the indicators and report forms as prescribed in Article 16 of this Circular or reflect in writing to the State Bank (Department of Forecasting and Monetary Statistics).
b) Credit Cooperatives shall directly contact or reflect in writing to the State Bank of Vietnam branch in the province or city where their headquarters is located.
2. The main office of the credit institution is the central unit responsible for submitting reports and bears full legal responsibility before the law and the Governor of the State Bank for the completeness, timeliness, and accuracy of the aggregated data of the entire system, detailed data of each branch of the credit institution submitted to the State Bank in accordance with Appendix 2.
3. Upon receiving notifications for electronic report reviews from the Information Technology Bureau or discovering errors in reports already submitted to the State Bank, the main office of the credit institution must promptly correct and resubmit the accurate report to the State Bank, and explain the errors to the receiving unit.
4. Where the credit institution has not yet generated (or does not have) activities related to the content of the indicators or report forms prescribed in this Circular, the credit institution must comply with the provisions of Article 14 of this Circular.
Article 23. Exploitation of Indicators and Reporting Forms
1. Units under the State Bank are permitted to exploit indicators and reporting forms which they themselves are responsible for building, monitoring, urging, checking, and summarizing in accordance with Article 16 of this Circular.
2. Units under the State Bank that have a need to exploit indicators and reporting forms reviewed by another unit under the State Bank must register in writing with the Department of Forecasting and Monetary Statistics for consolidation and submission to the Governor of the State Bank for approval.
3. Units and individuals permitted to exploit indicators and reporting forms are responsible for managing and using statistical information and data for their intended purpose and in compliance with current laws on information confidentiality.
Chapter III
IMPLEMENTATION
Article 24. Competition and Awards
Organizations, units, and individuals who implement the provisions of this Circular well are among the conditions for the State Bank to consider granting competition titles and awards according to current laws.
Article 25. Handling Violations
Organizations, units, and individuals violating the provisions of this Circular will be subject to legal penalties depending on the nature and severity of the violation.
Article 26. Effective date
1. This Circular shall take effect from December 1, 2014.
2. This Circular replaces Circular No. 21/2010/TT-NHNN dated October 8, 2010 issued by the Governor of the State Bank regarding Statistical Reports applicable to units under the State Bank and credit organizations, foreign bank branches.
3. The Director of the Office, Heads of the Department of Forecasting and Monetary Statistics, Heads of related units under the State Bank, Chairmen of the Board of Directors, Chairmen of the Board of Members, and General Managers (Directors) of credit organizations are responsible for implementing this Circular.
