CIRCULAR

REGULATIONS ON INFRASTRUCTURE, EQUIPMENT AND TRAINING OF SPECIALIZED STAFF FOR SPORT SHOOTING

Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;

Pursuant to the Law on Management and Use of Weapons, Explosives, and Supporting Tools dated June 20, 2017;

Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities;

Pursuant to Decree No. 79/2018/NĐ-CP dated May 16, 2018 of the Government detailing certain provisions and measures for implementing the Law on Management and Use of Weapons, Explosives, and Auxiliary Tools;

Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017, of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director-General of the General Department of Physical Training and Sport;

The Minister of Culture, Sports and Tourism promulgates this Circular regulating infrastructure, equipment and training of specialized staff for sport shooting.

Article 1. Scope of Regulation

1. This Circular regulates infrastructure, equipment and training of specialized staff to meet requirements for training and competition in sport shooting.

2. Standards for infrastructure and equipment for high-performance sports training and competition in sport shooting shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.

Article 2. Applicability

This Circular applies to organizations and individuals organizing training, competition and specialized staff training for sport shooting in Vietnam.

Chapter 3. Infrastructure and Equipment for Training

1. General Provisions

a) Having a surrounding wall around the shooting range at least 20 cm thick and over 3 meters high;

b) General lighting of at least 500 lux, target lighting of at least 1,500 lux;

c) Having a storage area for sports firearms and ammunition that meets legal standards;

d) Having an area for inspecting training and competition equipment;

đ) The shooting range must have parallel firing and target lines, with a separate path from the firing line to the target line, separated by a safety barrier at least 2 cm thick and 2 meters high;

e) A spectator area behind the firing line, at least 5 meters away from the firing line;

g) Maintaining a logbook of the usage of sports firearms and ammunition in accordance with Appendix I attached hereto;

h) Maintaining a logbook of participants in training in accordance with Appendix II attached hereto;

i) Having a first aid kit in accordance with regulations of the Ministry of Health;

k) Having a sign indicating how to use sports firearms; having a notice board specifying the following main contents: Extracts from legal provisions regarding the responsibilities of trainees, trainers, and related individuals in using and storing sports firearms; eligible participants for using sports firearms, training hours, and training attire.

Participants using sports firearms shall comply with the provisions of the Law on Management and Use of Weapons, Explosives, and Auxiliary Tools.

2. Regulations for a 50-meter shooting range

a) The length of the shooting range is at least 60 meters; the design includes 50 meters (of which at least 35 meters are outdoors or open space) + 2 meters target line + 5 meters firing line + spectator area; the width of the shooting range is not less than 15 meters, ensuring accommodation for at least 10 firing stands;

b) Having a bullet deflector or shield placed immediately behind the target, made of steel.

3. Regulations for a 25-meter shooting range

a) The length of the shooting range is at least 35 meters; the design includes 25 meters (of which at least 12.5 meters are outdoors or open space) + 3 meters target line + 5 meters firing line + spectator area; the width of the shooting range is not less than 15 meters;

b) A bullet deflector or shield placed parallel and 1 meter behind the target frame;

c) Having a bullet-proof net in front of the shooter.

4. Regulations for a 10-meter shooting range for air rifles

The shooting range has dimensions of at least 20 meters each side; the design includes 10 meters + 20 cm target line + 5 meters firing line + spectator area; the width ensures accommodation for 10 firing stands, each stand being 1 meter wide and spaced 1 meter apart.

5. Regulations for a 10-meter shooting range for moving targets

The length of the shooting range is at least 20 meters; the design includes 10 meters + 2 meters target line + 5 meters firing line + spectator area. The width of the shooting range is at least 10 meters, divided into two separate compartments, each compartment being 3 meters wide.

6. Regulations for a clay pigeon shooting range

a) The shooting range has safe dimensions of at least 150 meters each side;

b) Safety nets 3 meters high placed above the surrounding walls;

c) Ensuring a distance of at least 15 meters from the disc thrower to the standing position;

d) The distance from the standing position in the direction of shooting to the surrounding wall is at least 70 meters;

đ) Having a barrier at least 7 meters behind the movement path separating spectators from the shooting area.

7. Regulations for a paintball shooting range

a) The shooting range has dimensions of at least 100 meters each side;

b) At least three shooting targets made of one of the following materials: soil, wood, plastic inside the shooting range.

Chapter 4. Infrastructure and Equipment for Competition

1. Implementing the provisions of points a, b, c, d, đ, e, g and i of Clause 1 and Clauses 2, 3, 4, 5, 6 and 7 of Article 3 of this Circular.

2. Having 20 firing stands or more for 50-meter, 25-meter and 10-meter shooting ranges.

3. Having at least 2 firing frames for 10-meter air rifle shooting ranges.

Article 5. Exercise Density and Training Guidance

1. Exercise density at shooting positions must ensure at least 01 person/01 meter.2.

2. Each training guidance instructor shall guide no more than 10 people/session.

Article 6. Professional Staff Training

1. The General Department of Sports or the Vietnam Shooting Federation shall organize professional training for training guidance instructors in the sport of Shooting.

2. The General Department of Sports shall be responsible for developing the content and program for professional training for training guidance instructors in the sport of Shooting to be decided by the Minister of Culture, Sports and Tourism.

3. The certificate of professional training for training guidance instructors in the sport of Shooting shall be issued by the organizing agency. The format of the certificate is specified in Appendix III attached to this Circular.

Article 7. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. The Inspection Agency of Culture, Sports and Tourism shall conduct inspections and handle violations according to its authority against organizations and individuals who violate the provisions of this Circular.

3. Departments of Culture, Sports and Tourism, Departments of Culture and Sports of provinces and centrally-administered cities shall be responsible for implementing this Circular.

Article 8. Effective Date

1. This Circular takes effect from December 15, 2018.

2. Circular No. 06/2014/TT-BVHTTDL dated June 4, 2014, of the Minister of Culture, Sports and Tourism, which stipulates the conditions for operation of sports facilities organizing shooting sports activities, shall cease to be effective from the date this Circular takes effect.

During implementation, if any difficulties arise, it is requested that agencies, organizations, and individuals promptly report them to the Ministry of Culture, Sports and Tourism for research and resolution./.
