CIRCULAR

Issuing 10 National Technical Regulations for Food Additives

BASED ON THE FOOD SAFETY LAW NO. 55/2010/QH12 dated June 17, 2010;

Pursuant to the Law on Standards and Technical Regulations No. 68/2006/QH13 dated June 29, 2006;

Pursuant to the Government Decree No. 127/2007/NĐ-CP dated August 1, 2007 detailing certain provisions of the Law on Standards and Technical Regulations, and the Government Decree No. 78/2018/NĐ-CP dated May 16, 2018 amending and supplementing certain articles of the Government Decree No. 127/2007/NĐ-CP dated August 1, 2007 detailing certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 15/2018/NĐ-CP dated February 2, 2018 of the Government detailing implementation of certain provisions of the Food Safety Law;

Pursuant to the Government Decree No. 75/2017/NĐ-CP dated June 20, 2017 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

At the proposal of the Director of the Food Safety Administration;

The Minister of Health issues this Circular to issue 10 National Technical Regulations for Food Additives.

Article 1. Issuing national technical regulations

Issued together with this Circular are 10 National Technical Regulations for Food Additives, including:

1. QCVN 4-24:2020/BYT - National Technical Regulation on Cyclamate Calcium food additive;

2. QCVN 4-25:2020/BYT - National Technical Regulation on Cyclamate Sodium food additive;

3. QCVN 4-26:2020/BYT - National Technical Regulation on Saccharin Calcium food additive;

4. QCVN 4-27:2020/BYT - National Technical Regulation on Saccharin Potassium food additive;

5. QCVN 4-28:2020/BYT - National Technical Regulation on Saccharin Sodium food additive;

6. QCVN 4-29:2020/BYT - National Technical Regulation on Sucralose food additive;

7. QCVN 4-30:2020/BYT - National Technical Regulation on Alitame food additive;

8. QCVN 4-31:2020/BYT - National Technical Regulation on Aspartame-Acesulfame Salt food additive;

9. QCVN 4-32:2020/BYT - National Technical Regulation on Polyglycitol Syrup food additive;

10. QCVN 4-33:2020/BYT - National Technical Regulation on Sorbitol Syrup food additive.

Article 2. Effective Date

This Circular takes effect from September 1, 2021.

Article 3. Transitional Provisions

1. Food additives specified in Article 1 of this Circular that have been issued a Certificate of Conformity with Food Safety Regulations before the effective date of this Circular may continue to be produced and traded until the expiration date stated in the Certificate and the product's expiration date.

2. Food additives specified in Article 1 of this Circular that have self-declared their products and were being produced and traded before the effective date of this Circular may continue to circulate until the product's expiration date.

Article 4. Responsibilities for Implementation

The Director of the Food Safety Agency, Heads of units under the Ministry of Health, Directors of Provincial Health Services, and related organizations and individuals are responsible for implementing this Circular.

During implementation, if there are difficulties or obstacles, agencies, organizations, and individuals should report to the Ministry of Health (Food Safety Agency) for research and resolution.
