CIRCULAR
Issuing the Regulation on Recognition of Secondary School Graduation

Pursuant to the Education Law dated June 14, 2019;
Pursuant to Decree No. 86/2022/NĐ-CP dated October 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 127/2018/NĐ-CP dated September 21, 2018 of the Government stipulating the responsibilities for state management of education;
At the proposal of the Director of the Secondary Education Department.
The Minister of Education and Training issues this Circular on the Regulation on Recognition of Secondary School Graduation.
Article 1. The Regulation on Recognition of Secondary School Graduation is promulgated together with this Circular.
Article 2. This Circular takes effect from February 15, 2024.
This Circular replaces Decision No. 11/2006/QĐ-BGDĐT dated April 5, 2006 of the Minister of Education and Training promulgating the Regulation on Recognition of Secondary School Graduation.
The recognition of secondary school graduation under Decision No. 11/2006/QĐ-BGDĐT dated April 5, 2006 of the Minister of Education and Training promulgating the Regulation on Recognition of Secondary School Graduation shall be implemented until the end of the 2023-2024 academic year.
Article 3. The Heads of the Office, the Director of the Secondary Education Department, the Heads of units related to the Ministry of Education and Training; the Chairpersons of the People's Committees of provinces and centrally governed cities; the Directors of Departments of Education and Training; the Chairpersons of the People's Committees of districts, towns, urban districts, and towns within centrally governed cities; the Heads of Education and Training Offices; the heads of educational institutions implementing the General Education Program at the lower secondary level or the Continuing Education Program at the lower secondary level, and related organizations and individuals are responsible for implementing this Circular./.
