CIRCULAR
Issuing the List of Key Digital Products and Services
Pursuant to the Digital Industry Law 71/2025/QH15 dated June 14, 2025;
Pursuant to the Radio Frequency Law No. 42/2009/QH12 dated November 23, 2009; Law No. 09/2022/QH15 amending and supplementing certain articles of the Radio Frequency Law dated November 9, 2022;
Pursuant to the Telecommunications Law No. 24/2023/QH15 dated November 24, 2023;
Pursuant to Decree No. 55/2025/NĐ-CP dated March 2, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
At the proposal of the Director of the Information Technology Industry Department;
The Minister of Science and Technology issues this Circular on the List of Key Digital Products and Services.
Article 1. Attached to this Circular is the List of Key Digital Products and Services in the Appendix.
The List of Key Digital Products and Services shall be reviewed, updated, and supplemented at appropriate times to meet the management requirements of various sectors and fields.
Article 2. Applicability
This Circular applies to agencies, organizations, enterprises, and individuals participating in or related to the production of key digital products and provision of key digital services.
Article 3. Transitional Provisions
Investment projects for research and development, production of key information technology products as stipulated in Circular No. 19/2021/TT-BTTTT dated December 3, 2021 issued by the Minister of Information and Communications (now the Ministry of Science and Technology) on the List of Key Information Technology Products shall continue to enjoy preferential policies for investment in research and development and production until the end of the project period.
Article 4. Implementation provisions
Clause 1. This Circular takes effect from January 1, 2026.
2. Circular No. 19/2021/TT-BTTTT dated December 3, 2021 issued by the Minister of Information and Communications (now the Ministry of Science and Technology) on the List of Key Information Technology Products shall cease to be effective from the date this Circular takes effect, except as provided for in Article 3 of this Circular.
3. Agencies, organizations, enterprises, and individuals specified in this Circular shall bear full responsibility for the accuracy and truthfulness of the information regarding digital products and services to determine them as key digital products and services as stipulated in this Circular.
4. The Director of the Office, the Director of the Department of Information Technology Industry, and the heads of agencies and units under the Ministry of Science and Technology, as well as relevant agencies, organizations, enterprises, and individuals, shall be responsible for implementing this Circular.
5. In the course of implementation, if there are any difficulties, the relevant agencies, organizations, enterprises, and individuals are requested to promptly reflect these issues to the Ministry of Science and Technology (Department of Information Technology Industry) for guidance or consideration and resolution./.
