Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP;
Pursuant to Resolution No. 30c/NQ-CP dated November 8, 2011 of the Government promulgating the overall program on administrative reform of the State for the period 2011-2020;
Pursuant to the Ministry's administrative reform program for the period 2011-2020 (Decision No. 135/QĐ-BNN-VP dated January 19, 2012) and the administrative reform plan for the period 2011-2015 (Decision No. 136/QĐ-BNN-VP dated January 9, 2012) of the Minister of Agriculture and Rural Development;
The Minister of Industry and Trade promulgates the Circular amending and supplementing certain provisions on the delegation of administrative procedures in fields under the management of the Ministry of Industry and Trade."
DECISION:
Article 1. Issuing with this Decision the Ministry of Agriculture and Rural Development's Administrative Reform Plan for 2013. The contents of the Plan will be published on the website www.omard.gov.vn (Administrative Reform).
Article 2. Heads of units under the Ministry shall organize and implement administrative reform tasks according to the Plan based on their assigned functions and tasks.
Article 3. This Decision takes effect from the date of signing.
Article 4. The Director of the Ministry’s Office and Heads of units under the Ministry are responsible for enforcing this Decision./.

The Administrative Reform Plan for 2013 of the Ministry of Agriculture and Rural Development is developed based on concretizing the contents and tasks of the overall program on administrative reform of the State for the period 2011-2020 pursuant to Resolution No. 30c/NQ-CP dated November 8, 2011 of the Government and the Ministry's administrative reform program for the period 2011-2020 and the administrative reform plan for the period 2011-2015.
I. OBJECTIVES
1. Focus on completing and submitting to the Government for approval by the National Assembly draft laws on natural disaster prevention and control and plant protection and quarantine; complete over 80% of the plan for drafting proposals and normative legal documents of the Ministry in 2013, ensuring that all documents issued by the Ministry comply strictly with prescribed procedures, guaranteeing legality, feasibility, and alignment with practical requirements in Vietnam and international practices.
2. Ensure strict control and simplification of administrative procedures during the process of drafting documents; review, statistically analyze, and publicly announce administrative procedures in a timely manner and in accordance with regulations.
3. Basically reorganize and stabilize the organizational structure of the Ministry and its subordinate units in accordance with new decrees stipulating the functions, tasks, powers, and organizational structure of the Ministry; consolidate the organizational system of the sector in accordance with new decrees of the Government.
4. Enhance the capacity and competence of cadres, civil servants, and employees of the Ministry and its subordinate units to meet job requirements and effectively fulfill tasks.
5. Implement the financial plan for the year efficiently, economically, and without waste; develop and perfect documents regulating financial management and accounting in the agricultural and rural development sector.
6. Apply information technology in state management and directive control by the Ministry and its units, contributing to improving the quality of growth in the sector towards efficiency and sustainability. Focus on piloting online public service delivery at level 3 in five units under the Ministry, serving as a basis for expanding such services across other units under the Ministry to enhance the quality of administrative services and public services, better meeting the needs of citizens and businesses. Effectively implement the ISO 9001:2008 Quality Management System of the Ministry and its units as prescribed.
7. Direct and control promptly, timely, decisively, and thoroughly, demonstrating creativity and determination in implementing the administrative reform tasks of the Ministry in 2013.
Concentrate resources and funding to achieve the goals and key tasks of administrative reform in 2013 effectively. The Administrative Reform Index is implemented.
II. KEY ADMINISTRATIVE REFORM TASKS IN 2013
Based on the scope of state management functions of the Ministry of Agriculture and Rural Development, the tasks of the administrative reform plan for 2013 include all tasks of six areas as prescribed, specifically: Institutional reform; Administrative procedure reform; Organizational structure reform; Building and enhancing the quality of the cadre, civil servant, and employee workforce; Financial reform; Modernizing administration; and Directive and control work on administrative reform.
To achieve the goals of the administrative reform plan for 2013, some key tasks need to be focused on and directed, specifically:
1. Institutional reform:
- Draft laws continue to be developed according to plans, focusing on completing the draft laws on natural disaster prevention and control and plant protection and quarantine for submission to the Government for approval by the National Assembly as prescribed.
- Implement the plan for developing proposals for submission to the Government and the Prime Minister (document No. 25/BNN-VP dated January 3, 2013) and developing normative legal documents of the Ministry in 2013 in accordance with procedures and processes, meeting practical requirements in Vietnam and the socialist-oriented market economy and international practices.
- Focus on enhancing the capacity of civil servants drafting normative legal documents to meet job requirements.
- Review and systematize normative legal documents according to product chains, focusing on certain fields such as veterinary science, plant protection...
- Focus on monitoring and enforcing laws in key areas of the sector such as forestry inspection, quality management...
2. Administrative procedure reform:
Continue to simplify administrative procedures, review, evaluate, publish, and disclose administrative procedures as prescribed.
3. Organizational structure reform:
Submit to the Government for issuance of a new decree on the functions, tasks, powers, and organizational structure of the Ministry; based on this, review, adjust the functions, tasks, powers, and organizational structure of units under the Ministry; review, adjust, amend, and supplement guiding documents on the organizational management system from central to grassroots levels.
4. Regarding building and enhancing the quality of cadres, civil servants, and employees:
- Organize training sessions to enhance the professional knowledge, computer skills, and foreign languages of officials, civil servants, and employees of the Ministry and its subordinate units.
- Organize classes to guide skills in drafting documents, office work, using electronic offices, computer skills, communication, etc.
5. Financial Reform:
- Improve budget planning, allocation, balance, and expenditure management to increase initiative and strengthen responsibility of units, ensuring efficiency, thrift, and preventing waste.
- Continue to standardize and publicize government spending procedures.
- Complete guidelines for implementing pilot procurement mechanisms in agricultural scientific research.
6. Modernizing the Administrative System:
- Upgrade information technology infrastructure, intensify the application of information technology in state management and directive control of the Ministry and its subordinate agencies; implement the shared electronic office system of the Ministry.
- Upgrade the Ministry's online portal and the websites of its subordinate units.
- Continue to provide level 2 online public services according to regulations. Focus on piloting the provision of level 3 online public services at five units under the Ministry (with detailed plans).
- Continue to coordinate in preparing to pilot the national single window customs mechanism and ASEAN customs single window as required.
- Continue to maintain and effectively implement the Quality Management System TCVN ISO 9001:2008 for the Ministry's agencies and subordinate units as stipulated.
7. Directive and Control Work:
- Clearly define and fully implement the roles and responsibilities of Party organizations, mass organizations, leadership of the Ministry, and heads of units in implementing the administrative reform plan for 2013 of the Ministry and its units.
- Apply the administrative reform index at the Ministry of Agriculture and Rural Development and its subordinate units.
- Organize inspections, supervision, and guidance for units in the implementation of the administrative reform plan for 2013.
- Concentrate resources and funding to achieve effectiveness in executing key tasks of the administrative reform plan for 2013.
- Promote administrative reform through various forms on the Omard (administrative reform) page, the Ministry's online portal, unit websites, the "Reform and Development" column in the Vietnam Agriculture Newspaper, etc.
- Strengthen and improve the quality of administrative procedure control and administrative reform of the Ministry and its units.
III. PLAN TO IMPLEMENT ADMINISTRATIVE REFORM TASKS IN 2013

IV. IMPLEMENTATION STRATEGIES
1. Organizational Leadership and Directive Work:
Enhance the role and responsibility of Party organizations, mass organizations, leadership levels, and heads of units in directing and implementing the Ministry's administrative reform plan for 2013 to ensure requirements, quality, and effectiveness; link the completion of administrative reform tasks with the assessment for commendation and awards for heads, collectives, and individuals of units.
2. Regarding Propaganda and Training:
Propagate and disseminate administrative reform work through regular meetings, deployment conferences, mass media (newspapers, radio, television), the Ministry's online portal, unit websites, guiding materials, organize training programs and specialized seminars on administrative reform.
3. Intensify Information Technology Application:
Make IT application a breakthrough and important solution in implementing administrative reform, prioritize implementing projects, programs, and research topics on IT application in the 2013 plan; continue to invest in upgrading the IT infrastructure of the Ministry and its units. The Ministry's online portal and unit websites must meet regulatory requirements.
4. Regarding Organization and Human Resources:
Consolidate and reinforce the network of administrative reform focal points, supplement human resources to ensure that units under the Ministry have IT management staff; strengthen training skills and improve professional knowledge for officials, civil servants, and employees to perform their duties.
5. Regarding Finance:
Ensure financial resources for the implementation of administrative reform contents/fields, tasks, and activities of the Ministry and its units in 2013; encourage legal fundraising from other sources, including ODA support.
V. IMPLEMENTATION
1. Heads of Units:
Based on the content and tasks of the Ministry's administrative reform plan for 2013, heads of units direct the prompt completion of building and approving the administrative reform plan for 2013 of their units according to regulations and organize its implementation; simultaneously prepare the budget for implementing the contents, tasks, and activities of the administrative reform plan for 2013 and any projects and programs, submit them to the competent authority for approval and implementation.
2. Ministry Office:
Take the lead in organizing, monitoring, urging, and inspecting the implementation of the content and tasks of the Ministry's administrative reform plan for 2013. Advise and take the lead in implementing areas such as administrative procedure control, administrative reform directive work, and cooperate with related units to implement modernization tasks according to assigned plans. Monitor, summarize, and propose solutions to emerging issues, promptly report to the Ministry for resolution.
3. The Legal Department: Responsible for monitoring and summarizing the implementation of tasks in the field of institutional reform.
4. The Cadre and Civil Servant Organization Department:
- Take the lead in implementing tasks in the field of organizational structure reform and building and improving the quality of the cadre and civil servant workforce.
- Coordinate with the Ministry Office and related units to consider the results of administrative reform tasks in the criteria for annual commendation and award assessment for collectives and individuals under the Ministry.
5. Department of Finance: Take the lead in implementing tasks in the field of public financial reform of the Ministry.
6. Department of Planning: Take the lead and coordinate with the Department of Finance to compile and submit to the competent authority for allocation sufficient capital for development projects, research topics, and plans within the 2013 State Budget about administrative reform of the Ministry.
7. Department of International Cooperation: Take the lead in developing ODA projects serving the Ministry's reform program and plan; propose existing ODA projects supporting the implementation of administrative reform tasks of the implementing unit.
8. Department of Science, Technology, and Environment, Information Technology and Statistics Center:
- Coordinate with relevant units to implement tasks on applying information technology in the operations of the Ministry and its subordinate units according to the plan.
- Coordinate and combine the guidance on implementing the Information Technology application plan of the Ministry for the period of 2011-2015 with the administrative reform plan of the Ministry for 2013.
9. Reporting regime: Units under the Ministry shall implement the periodic reporting regime on administrative reform quarterly, semi-annually, and annually; submit specialized or urgent reports (if any) on the situation and results of the implementation of administrative reform tasks and plans to the Ministry (the Office for Administrative Reform) for consolidation and reporting as prescribed.
