DECISION OF THE MINISTER OF TRADE

REGARDING DELEGATION OF AUTHORITY TO ISSUE CERTIFICATE OF ORIGIN FORM D AND SUPPLEMENTING ANNEX 3 OF THE REGULATIONS ON ISSUANCE OF VIETNAM CERTIFICATE OF ORIGIN FORM D FOR ENJOYING BENEFITS UNDER THE "AGREEMENT ON THE PREFERENTIAL TRADE ARRANGEMENT WITH MUTUAL EFFECTIVENESS (CEPT) FOR ESTABLISHING THE ASEAN FREE TRADE AREA"

THE MINISTER OF TRADE

On the basis of Decree No. 29/2004/NĐ-CP dated January 16, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Trade;

Pursuant to Decision No. 141/2005/QĐ-TTg dated June 14, 2005 of the Prime Minister regarding the establishment and issuance of the Regulation on the operation of the Nhon Hoi Economic Zone, Binh Dinh Province;

BASED ON THE DECISION NO. 256/2005/QD-TTg dated October 18, 2005 of the Prime Minister on the establishment of the Management Board of Nhon Hoi Economic Zone;

At the proposal of the Director of the Import-Export Department,

DECISION:

Article 1. DELEGATING THE MANAGEMENT BOARD OF NHON HOI ECONOMIC ZONE TO ISSUE CERTIFICATE OF ORIGIN FORM D FOR ENTERPRISES IN ITS RESPONSIBLE AREA. THE ISSUANCE OF CERTIFICATE OF ORIGIN FORM D SHALL BE CONDUCTED IN ACCORDANCE WITH THE GUIDELINES SET OUT IN THE REGULATIONS ON ISSUANCE OF VIETNAM ASEAN CERTIFICATE OF ORIGIN FORM D FOR ENJOYING BENEFITS UNDER THE "AGREEMENT ON THE PREFERENTIAL TRADE ARRANGEMENT WITH MUTUAL EFFECTIVENESS (CEPT)", ISSUED ALONG WITH DECISION NO. 1420/2004/QD-BTM dated October 4, 2004 OF THE MINISTER OF TRADE AND OTHER RELATED DOCUMENTS.

Article 2. SUPPLEMENTING ANNEX 3 OF THE REGULATIONS ON ISSUANCE OF VIETNAM CERTIFICATE OF ORIGIN FORM D FOR ENJOYING BENEFITS UNDER THE "AGREEMENT ON THE PREFERENTIAL TRADE ARRANGEMENT WITH MUTUAL EFFECTIVENESS (CEPT) FOR ESTABLISHING THE ASEAN FREE TRADE AREA" AS FOLLOWS:

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 4. THE DIRECTOR OF THE IMPORT-EXPORT DEPARTMENT, DIRECTORS OF RELEVANT UNITS UNDER THE MINISTRY OF TRADE, AND ASSOCIATED ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
