PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

WHEREAS, Decree No. 17/2008/NĐ-CP dated February 4, 2008 of the Government stipulates the functions, tasks, powers, and organizational structure of the Ministry of Construction;

Considering the proposal of the Minister of Construction,

DECISION:

Article 1. Units under the decision-making authority of the Prime Minister

1. Institute of Building Materials.

2. Merge the National Architecture Research Institute with the Urban and Rural Planning Institute and reorganize them into the Institute of Architecture, Urban and Rural Planning (as provided for in Article 3 of Decree No. 17/2008/NĐ-CP).

3. Hanoi University of Architecture.

4. Ho Chi Minh City University of Architecture.

Article 2. Units under the decision-making authority of the Minister of Education and Training pursuant to point d, Clause 1, Article 51 of the Education Law 2005

1. College of Construction No. 1.

2. College of Construction No. 2.

3. College of Construction No. 3.

4. Western College of Construction.

5. College of Urban Construction Engineering.

6. Nam Dinh College of Construction.

Article 3. Units under the decision-making authority of the Minister of Labor, Invalids and Social Affairs pursuant to point c, Clause 1, Article 41 of the Vocational Education Law 2006

First Mechanical and Construction Vocational College.

Article 4. Units under the decision-making authority of the Minister of Construction

1. Fourth Construction Secondary School.

2. Construction Hospital.

3. Transfer four health care units directly under the Ministry of Construction to the Construction Hospital and reorganize them into units directly under the Construction Hospital, including:

a) Viet Tri Construction Hospital;

b) Dong Son Rehabilitation Center - Occupational Disease Treatment Center;

c) Sam Son Rehabilitation Center - Care Center;

d) Cu Loi Rehabilitation Center - Care Center.

4. Convert the Construction Technical Safety Inspection Center from a self-financing public service unit to a state-owned limited liability company directly under the Vietnam Consulting Construction Corporation.

5. Management Board for the Investment Project of the National Assembly House and Ba Dinh Conference Hall (new).

6. Management Board for the Investment Project of the National History Museum.

7. Office of the "Vietnam Urban Environmental Planning Program" project.

8. Transfer the Management Board for the Survey and Planning Construction Investment Project to the Urban Development Department and reorganize it into a public service unit directly under the Urban Development Department.

9. Transfer the Management Board for the Urban Infrastructure Development Investment Project to the Urban Infrastructure Department and reorganize it into a public service unit directly under the Urban Infrastructure Department.

Article 5. Regarding the authority over units under the Ministry of Construction

The Minister of Construction:

2. Propose the Minister of Education and Training to decide on establishing new, renaming, merging, or dissolving colleges under the Ministry of Construction according to the law.

3. Propose the Minister of Labor, Invalids and Social Affairs to decide on establishing new, renaming, merging, or dissolving vocational colleges under the Ministry of Construction according to the law.

4. Decide on establishing new, renaming, merging, dissolving, or changing the form of operation of units under the Ministry within his/her authority.

5. Specify the functions, tasks, powers, and organizational structure of units under the Ministry, except where otherwise provided by law.

Article 6. Effectiveness

This Decision takes effect from the date of signing; all previous regulations contrary to this Decision are abolished.

Article 7. Responsibility for Implementation

Ministers, Heads of ministerial-level agencies, Heads of central government agencies, Chairmen of provincial People's Committees, centrally governed cities, relevant agencies, organizations, units, and individuals are responsible for implementing this Decision./.
