CIRCULAR

Additional guidance on the amount for meals for conference delegates and guests who are not state employees

 

Following Circular No. 285-TC/VP dated September 22, 1970 of the Ministry of Finance guiding the implementation of Directive No. 159-TTg dated September 5, 1970 of the Prime Minister regarding conference systems and standards for hosting guests within the country, the Ministry of Finance clarifies further the provisions at Section A Point 7 (regarding meal expenses for conference delegates who are not state employees) and Section B Point 1 (regarding expenses for hosting guests who are not state employees) as follows:

1. The meal allowance specified here applies generally to those who are not state employees. For commune cadres attending conferences or having work-related contacts with agencies and sectors at the district level or higher, the meal allowance specified in Circular No. 18-TT/LB dated August 25, 1965 of the Joint Ministries of Interior - Finance - Health shall still be applied, specifically from VND 50 to VND 60 per day (or VND 70 per day if they belong to ethnic minorities requiring glutinous rice).

The meal allowance of VND 80 per day (or VND 90 per day) mentioned in Circular No. 285-TC/VP is the highest level, but it should be flexibly applied according to each situation and local conditions, without necessarily applying the highest level in every case or locality.
