CIRCULAR

Regarding the exemption of postage fees for money transfer letters and postal items containing gifts for the families of martyrs and children of martyrs

To implement the policy and guidelines of the Party and Government towards the families of martyrs and children of martyrs, many trade unions and central agencies have sent money or gifts to the families of martyrs and children of martyrs in provinces where they have agreed to assist.

However, such assistance has been somewhat limited because money or gifts sent through the Post Office must pay regular postage fees.

To create conditions for agencies to participate more widely in supporting the families and children of martyrs, and with the agreement of the Prime Minister's Office (document No. 281-CN dated February 7, 1962),

The joint ministries decide to exempt postage fees for money transfer letters and postal items containing gifts sent by agencies to the families of martyrs and children of martyrs.

This Circular takes effect from July 1, 1962.

The National Post and Telecommunications Administration will provide necessary guidance on procedures for implementing this Circular.
