Regarding the approval of the Master Plan for Ha Tien City and Ha Tien Border Economic Zone, Kien Giang Province
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Urban Planning Management Charter issued together with Decree No. 91/CP dated August 17, 1994 of the Government;
Pursuant to the proposal of the Chairman of the People's Committee of Kien Giang Province at Document No. 18/TT-UB dated June 17, 1999, and the Minister of Construction at Document No. 44/TTr-BXD dated December 30, 1999,
DECISION:
Article 1. Approve the Master Plan for Ha Tien City and Ha Tien Border Economic Zone, Kien Giang Province for the period from 2000 to 2020 with the main contents as follows:
1. Nature:
Ha Tien City and Ha Tien Border Economic Zone is an important economic, cultural, and social center of Kien Giang Province; it is an international border area serving economic, cultural activities and political and diplomatic relations between Vietnam and Cambodia and other countries in ASEAN; it is an important commercial, service, tourism, and industrial center regarding security and defense.
2. Location and boundaries of the master plan:
Ha Tien City and Ha Tien Border Economic Zone is located along the Gulf of Thailand, adjacent to the Cambodian border, including the areas of My Duc Commune, Pho Dao Ward, To Chau Ward, Dong Ho Ward, Binh San Ward, and Ha Tien City.
The scope of the master plan covers 1,600 hectares, defined as follows:
- North bordering Kampot Province of Cambodia;
- South bordering Thu An Bay;
- East and Southeast bordering Phu My Commune;
- West and Southwest bordering Rach Gia Bay.
3. Population Scale:
- Population in 1999:
37,000 people, of which 25,000 were urban residents;
- Projected population by 2020:
120,000 people, of which 100,000 were urban residents;
4. Land use planning for urban construction:

b) Functional zoning:
- The system of public service facilities of the city has an area of approximately 262.72 ha, including administrative, cultural, educational, health, sports, and green spaces located in Dong Ho Ward, Binh San Ward, To Chau Ward, and My Duc Commune.
- The area serving the Ha Tien Border Economic Zone has an area of 65.24 ha, including:
+ Facilities of agencies such as Border Guard, Customs, International Inspection, Representative Office, product introduction stores, duty-free shops... with an area of about 15.43 ha, located in Xa Xia and Bai No border areas (My Duc Commune, Pho Dao Ward).
+ International and domestic trade facilities such as international exhibition centers, service offices, transaction offices, representative offices, banks, product introduction stores, hotels, restaurants, warehouses... with an area of about 18.54 ha, located in Dong Ho Ward, Binh San Ward, My Duc Commune, and Pho Dao Ward.
+ Bonded warehouse with an area of 31.27 ha, located in My Duc Commune and Pho Dao Ward.
- Industrial zone with an area of 83.0 ha, located in Dong Ho Ward and Binh San Ward, including processing enterprises of agricultural, forestry, and marine products...
- Ecological conservation and tourism area with an area of approximately 304.46 ha, located in To Chau Ward and Pho Dao Ward, including Thach Dong Tourist Area, Tam Phu Nhan Mountain, and Mui Nai Cape.
5. Orientation for the Planning of Infrastructure Development:
The technical infrastructure of Ha Tien City and Ha Tien Border Economic Zone must be built synchronously and gradually modernized as follows:
- National Highway 80 through Ha Tien City has a right-of-way of 40.0 meters;
a) Transportation:
- Provincial Road 28 from Mui Nai to Thach Dong has a right-of-way of 40.0 meters;
- Urban roads have a right-of-way from 15.0 to 33.0 meters;
- Building a main bridge connecting Dong Ho outside the sea from Kim Du Cape to Pho Dao and planning to build another bridge connecting National Highway 80 in the future;
- Building river ports and sea ports:
+ Sea port Bai No is planned to be located at Nui Den with a capacity of about 3,000 to 5,000 tons/year.
+ River port is planned to be located near the industrial park close to Mua Dao Canal with a capacity of about 600 tons/year.
Additionally, a river cruise port is planned to be located in the Tran Hau wharf area and a fishing port on the shore of To Chau Ward.
- Ba Ly Airport remains unchanged;
- Bus station located near Mount To Chau, in the new city administrative center; truck station located in the bonded warehouse area of My Duc Commune; parking lots for cars and buses serving tourists located in the Mui Nai area.
b) Regarding land preparation techniques:
- Minimum design ground level:
+ In the new city administrative center area, expanding from the city hall to Mua Dao Canal and part of Pho Dao Ward is 0.97m;
+ In the Mui Nai tourist area is 0.1m;
+ In the central area of My Duc Commune is 0.75m.
- Total earthwork volume is approximately 3,707,911 m
- Drainage system:3.
+ For urban residential areas: separate stormwater and sewage drainage systems using underground pipes or open channels;
+ For rural residential areas: combined but must be treated in biological ponds before discharge into canals.
c) Regarding power supply:
- Total required power capacity by 2020 is 35,999 kW; sourced from the 22kV medium voltage power grid.
d) Regarding water supply:
- Total water demand by 2020 is 10,000 m
/day;3Initially, meet the demand by improving and upgrading Tam Phu Nhan reservoir with a capacity of 120,000 m
and two lotus ponds with a total capacity of 60,000 m3 In the future, use surface water from Vinh Te Canal in conjunction with the sweetening project in the Dong Ho area.3.
e) Wastewater treatment and environmental sanitation:
- Wastewater will be thoroughly treated using biological pond and septic tank methods;
- Waste collection and centralized treatment in the northern area near the Cambodian border with an area of about 15 ha;
- Cemetery located in the mountain slope area on the road from Mui Nai to the river port in Pho Dao Ward with an area of about 5 ha.
6. Initial construction planning:
Prioritize the construction of the infrastructure system of the Ha Tien Border Gate, international trade area, and concentrated industrial zone.

Article 2. The People's Committee of Kiên Giang Province is hereby instructed:
1. To organize the publication of the general plan so that organizations and individuals are aware and comply with it; to establish boundary marker files for red lines, to prepare, review, and approve detailed plans and investment projects in accordance with current regulations. Issue the Construction Management Regulations according to the General Plan for Hà Tiên Town and Hà Tiên Border Economic Zone.
2. To coordinate with relevant ministries and sectors to study policies and solutions for mobilizing capital sources for the development of Hà Tiên Town and Hà Tiên Border Economic Zone in accordance with the approved general plan.
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
The Chairman of the People's Committee of Kiên Giang Province, the Minister of Construction, and other ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, and related organizations are responsible for implementing this Decision.
