DECISION OF THE PRIME MINISTER
On the List of State Secrets of Top Secret Level in the Education and Training Sector
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated December 2, 1998;
Pursuant to the Ordinance on Protecting State Secrets dated December 28, 2000;
Considering the proposal of the Minister of Education and Training and the Minister of Public Security,
DECISION:
Article 1. The List of State Secrets of "Top Secret" level in the Education and Training Sector includes information within the following scope:
1. Information and documents of the Education and Training sector regarding the implementation of national security strategy; homeland defense plans; mobilization plans to counter war.
2. Reports of the Party Cadre Committee of the Ministry of Education and Training seeking guidance from the Politburo, the Secretariat, and Party and State leaders on education and training work that have not been published or will not be published.
3. Scientific works, inventions, patents, utility models, trade secrets particularly important for national defense, security, economy, science, and technology managed by agencies, organizations, and individuals under the Ministry of Education and Training that have not been published or will not be published.
4. Examination questions and answers for admission exams, student excellence selection exams, graduation exams at various levels of education, grades, fields of study, and training levels that have not been published.
Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette and shall replace Decision No. 81/TTg dated March 2, 1994 of the Government Chairman on the List of State Secrets in the Education and Training Sector.
Article 3. The Minister of Education and Training and the Minister of Public Security are responsible for guiding and supervising the implementation of this Decision.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
