Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 55/2007/ND-CP dated April 6, 2007 of the Government on trading in gasoline and diesel;
Pursuant to Notification No. 253/TB-VPCP dated September 15, 2008 of the Office of the Government regarding the conclusions of Deputy Prime Minister Nguyen Sinh Hung on managing the trading of gasoline and diesel in the near future;
After reaching consensus with the Ministry of Finance;
At the proposal of the Director of the Domestic Market Department;
DECISION:
Article 1. Abolish Decision No. 0674/2004/QD-BTM dated May 31, 2004 of the Minister of Commerce (now the Ministry of Industry and Trade) on issuing the list of localities far from international ports receiving gasoline and diesel, high operating costs, and an increase of 2% in the indicative price of gasoline and diesel; Decision No. 1186/2004/QD-BTM dated August 23, 2004 of the Minister of Commerce amending and supplementing Decision No. 0674/2004/QD-BTM dated May 31, 2004 of the Ministry of Commerce on issuing the list of localities far from international ports receiving gasoline and diesel, high operating costs, and an increase of 2% in the indicative price of gasoline and diesel; Decision No. 0676/2004/QD-BTM dated May 31, 2004 of the Minister of Commerce (now the Ministry of Industry and Trade) on stipulating the level of agency fees for selling gasoline and diesel; Decision No. 1079/2004/QD-BTM dated August 9, 2004 of the Minister of Commerce amending and supplementing Decision No. 0676/2004/QD-BTM dated May 31, 2004 of the Minister of Commerce on stipulating the level of agency fees for selling gasoline and diesel; and Decision No. 2645/2005/QD-BTM dated November 1, 2005 of the Minister of Commerce on agency fees for trading in gasoline.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe consumption area and the level of agency fees for selling gasoline and diesel shall be agreed upon by enterprises engaged in exporting, importing, producing, or processing gasoline and diesel with the agents (general agents or agents for trading in gasoline and diesel), and recorded in the contract.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 4. The Heads of the Ministry's Office, Department Directors, Bureau Chiefs under the Ministry; Provincial Departments of Industry and Trade; traders engaged in exporting, importing, producing, or processing gasoline and diesel; general agents and agents for trading in gasoline and diesel are responsible for implementing this Decision./.
