JOINT CIRCULAR

On physical fitness training standards in the military

Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;

Pursuant to Decision No. 257/2006/QĐ-TTg dated November 9, 2006 of the Prime Minister promulgating regulations on frequency band allocation for economic and social purposes, national defense, and security;

Pursuant to Decree No. 185/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to Decree No. 112/2007/NĐ-CP dated June 26, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Physical Culture and Sports,

The Ministry of National Defense and the Ministry of Culture, Sports and Tourism have agreed on the physical fitness training standards in the military as follows:

I. OBJECTS TO WHICH THE PHYSICAL FITNESS TRAINING STANDARDS APPLY

1. Military personnel aged 45 and under must be trained and tested according to the physical fitness training standards to assess the physical fitness level of each individual and unit.

2. Military personnel aged 46 and over should voluntarily maintain their physical fitness to ensure health that meets job requirements and tasks.

II. PHYSICAL FITNESS TRAINING STANDARDS IN THE MILITARY AND METHODS OF ASSESSMENT

1. Physical fitness training standards:

a) Physical fitness training standards for ground forces and land-based units of the army (Annex I);

b) Physical fitness training standards for naval forces (Annex II);

c) Physical fitness training standards for aviation components (Annex III).

2. Methods of assessment:

a) Assessment of individual physical fitness levels:

- Excellent: 100% of the test contents are good or excellent, including at least 60% of the contents achieving good or excellent results.

- Good: 100% of the test contents meet the requirements, including at least 60% of the contents achieving good or excellent results.

- Meets requirements: At least 80% of the test contents meet the requirements or higher.

b) Assessment of collective physical fitness levels:

- Basic unit level:

Excellent: At least 95% of the personnel tested meet the requirements or higher, including at least 50% achieving excellent results.

Good: At least 90% of the personnel tested meet the requirements or higher, including at least 50% achieving good or excellent results.

Meets requirements: At least 85% of the personnel tested meet the requirements or higher.

- Battalion level (or equivalent) and above:

Excellent: 100% of the basic units are good or excellent, including at least 60% achieving excellent results.

Good: 100% of the basic units meet the requirements, including at least 60% achieving good or excellent results.

Meets requirements: All basic units meet the requirements or higher.

III. IMPLEMENTATION

1. Commanders of units throughout the military are responsible for organizing training, physical fitness exercises, and testing physical fitness standards for military personnel and subordinate units as prescribed.

2. The organization of testing and assessing physical fitness standards for military personnel shall be carried out according to the "Physical Training Testing Rules in the Military."

The Directorate of Military Training/General Staff Department will coordinate with the Mass Physical Culture Department, General Department of Physical Culture and Sports to report annually on the results of testing and assessing physical fitness standards to the leadership of the Ministry of National Defense and the Ministry of Culture, Sports and Tourism.

3. Annually, the Ministry of National Defense and the Ministry of Culture, Sports and Tourism will jointly review:

- Investment in infrastructure to ensure physical training work and sports activities in units.

- Awards for units achieving outstanding results in physical culture and sports activities based on recommendations from the Directorate of Military Training/General Staff Department and the Mass Physical Culture Department, General Department of Physical Culture and Sports.

- Individuals and units failing to comply with regulations on testing physical fitness standards will be handled according to the "Regulations on Managing Troops" of the military.

4. The Directorate of Military Training/General Staff Department and the Mass Physical Culture Department, General Department of Physical Culture and Sports are responsible for monitoring, urging, and inspecting units' implementation of this Circular; during the implementation process, if there are difficulties, they must report to the leadership of the Ministry of National Defense and the Ministry of Culture, Sports and Tourism for resolution.

Annually, the Ministry of National Defense and the Ministry of Culture, Sports and Tourism will organize evaluations and draw lessons from the testing of physical fitness standards in the military to propose policies and measures for cooperation in accordance with new requirements and tasks.

5. This Circular takes effect 45 days from the date of signature and publication in the Official Gazette. Previous regulations contrary to this Circular are abolished./.
