The Prime Minister issues this Decision approving the National Telecommunications Development Plan until 2020.From 100 million VND to less than 300 million VNDApprove the National Telecommunications Development Plan until 2020 with the following main contents:

Article 1. Building and developing modern telecommunications infrastructure that is safe, has large capacity, high speed, wide coverage including remote areas, border regions, islands, and areas with special difficulties in socio-economic conditions, contributing to ensuring national defense, security, and improving people's living standards.

I. OBJECTIVES

1. Providing telecommunications services of good quality at reasonable rates based on competition to meet diverse user needs. Strengthening the development of telecommunications application services on the existing telecommunications infrastructure to maximize the convergence of technology and services., Sustainable development of the telecommunications market, ensuring a healthy competitive environment through strict control over the business activities of telecommunications enterprises in accordance with laws on competition. Promoting internal strength and creating favorable conditions for various economic sectors to participate in telecommunications development. 4. Actively support and train human resources in designing and applying information technology and telecommunication right within universities related to telecommunication and information technology.

The Ministry of Information and Communications:

5. Is responsible for organizing the implementation and monitoring the execution of the Plan, basing on the country's economic development situation, submitting to the Prime Minister updates and adjustments needed to align with the Plan.

b) Develop and guide the implementation of regulatory documents to enforce the Telecommunications Law and the Radio Frequency Law such as regulations on telecommunication resource recruitment and auction, list of enterprises where the state holds controlling shares, regulations on organization, management, and operation of dedicated telecommunication networks serving Party and State agencies.

c) Build and submit to the Government regulations on managing the Vietnamese telecommunication market to ensure a healthy competitive environment and sustainable development. ld) Guide and organize the implementation of regulations on licensing, connection, resource management, standard and service quality management in telecommunication.

d) Take the lead and coordinate with the Ministry of Science and Technology to build and guide the application of standards and norms in the telecommunication field in compliance with Vietnamese and international laws.

6. Take the lead and coordinate with the Ministry of Finance to guide telecommunication enterprises in mergers, acquisitions, transfers, and consolidations.

Article 2. Implementation

1. The Ministry of Information and Communications:

a) Is responsible for organizing the implementation and monitoring the execution of the Plan, basing on the country's economic development situation, submitting to the Prime Minister updates and adjustments to the Plan as necessary.

b) Develop, guide, and implement strategies, plans, and master plans related to telecommunications development during the period 2011-2020 such as frequency planning, numbering planning, passive telecommunications infrastructure planning, frequency control system planning, infrastructure planning for the Vietnam National Internet Center (VNNIC), national action plan on IPv6.

c) Develop and guide the implementation of regulatory documents to enforce the Telecommunications Law and the Radio Frequency Law, including provisions on telecommunication resource auctions, lists of enterprises where the State holds controlling shares, and regulations on the organization, management, and operation of dedicated telecommunications networks serving Party and State agencies.

d) Develop and submit to the Government regulations to manage the telecommunications market in Vietnam to ensure a fair competitive environmentFor power plants invested under the Build-Operate-Transfer (BOT) model, n is determined according to the operational period of the power plant stipulated in the BOT contract.and sustainable development.o môi trường cạnh tranh lành mạnh và phát triển bền vững.

i) To take the lead and coordinate with the Ministry of Industry and Trade to direct, guide, and enforce competition management tron the telecommunications service market.

k) To take the lead and coordinate with the Ministry of Public Security to develop and implement regulations and cooperation mechanisms to ensure the safety of infrastructure and information security in telecommunications activities.

l) To take the lead and coordinate with the Ministry of Construction and relevant ministries and sectors to provide specific guidance on planning and issuing permits for the construction of passive telecommunications infrastructure projects.

m) To take the lead and coordinatenationalwith the Ministry of Finance to develop, guide, manage, inspect, and audit the implementation of the program to provide public telecommunications services.

2. Ministry of Science and CTechnology:

To issue support mechanisms and investment policies in accordance with the High-Tech Law and guiding documents for telecommunications enterprises to apply, research, develop, commercialize products, produce, and assemble telecommunications equipment suitable for conditions, circumstances, and market demands in Vietnam.n lTo take the lead and coordinate with the Ministry of Information and Communications,.

3. The Ministry of Planning and Investment:

a) Ministry of Finance in developing transparent and convenient mechanisms and policies for domestic telecommunications corporations to invest abroad.||| To coordinate with the Ministry of Information and Communications in implementing key investment projects (attached to the annex); to coordinate in building financial mechanisms, technological solutions, and business models to attract economic components lnationali to participate in providing telecommunications services to remote, border, island, and difficult areas.ầTo coordinate with the Ministry of Information and Communications to determine the establishment of dedicated networks for agencies and organizations to ensure the utilization of public telecommunications infrastructure, particularly the transmission networks of telecommunications enterprises.

c) Ministry of Transport:rime Minister cTo coordinate with the Ministry of Information and Communications to incorporate the planning content of passive telecommunications infrastructure and coastal communication systems into transportation planning at regional and national levels.

4. The Ministry of Finance:

a) To take the lead and coordinate with relevant ministries and agencies to inspect the management and use of funds for purchasing and transporting, distributing rice to localities.nationalTo coordinate with the Ministry of Information and Communications to guide organizations and individuals managing traffic facilities to allow telecommunications enterprises to share traffic infrastructure for cable and telecommunications equipment installation.policies Ministry of Construction: trTo coordinate with the Ministry of Information and Communications to incorporate the planning content of passive telecommunications infrastructure into construction planning at regional and national levels.

b) Coordinate with relevant ministries, sectors, and localities to guide domestic media outlets in reporting on the external activities of state leaders, the Ministry of Foreign Affairs, and international situations related to external affairs;ìTo take the lead and coordinate with the Ministry of Information and Communications to draft and submit to the Government a decree on shared use of public works between construction, power, transport, and telecommunications sectors. lTo coordinate with the Ministry of Information and Communications to guide organizations and individuals managing underground works to allow telecommunications enterprises to share infrastructure for cable and telecommunications equipment installation.

8. To establish, approve, and publish the five-year plan for passive telecommunications infrastructure, with annual adjustments, and incorporate related infrastructure planning content into transportation planning and detailed urban planning at scales of 1/2000 and 1/500.

a) Develop and organize the implementation of network planning, telecommunications servicesngand passive telecommunications infrastructure planning that are in line with the national telecommunications development plan and the passive infrastructure planning of provinces and centrally governed cities.nationalEnhance competitiveness, business efficiency, and efficient use of telecommunications resources to provide high-quality telecommunications services at reasonable rates to meet diverse user needs. Strengthen the development of telecommunications application services based on existing telecommunications infrastructure to maximize the convergence of technology and services.

b) Invest in upgrading and expanding telecommunications networks, particularly domestic and international transmission networks; high-speed broadband access networks with wide coverage based on harmonious integration of copper wire, optical fiber, satellite, and mobile technologies

c) to meet economic and social development requirements, ensuring national defense and security.development Strengthen cooperation among telecommunications enterprises in sharing passive telecommunications infrastructure.
