CIRCULAR

Issuing National Technical Regulations on Plant Quarantine and Protection

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

On the basis of the Plant Protection and Quarantine Ordinance No. 36/2001/PL-UBTVQH10 dated July 25, 2001.

On the basis of Government Decree No. 01/2008/NĐ-CP dated January 3, 2008, which stipulates the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development, and Government Decree No. 75/2009/NĐ-CP dated September 10, 2009, which amends Article 3 of Government Decree No. 01/2008/NĐ-CP dated January 3, 2008.

Considering the proposal of the Director of the Science, Technology, and Environment Department and the Director of the Plant Protection Department;

The Minister of Agriculture and Rural Development promulgates 12 National Technical Regulations on Plant Quarantine and Protection.

Article 1. Attached to this Circular are the National Technical Regulations on the field of Plant Quarantine and Protection:

1. National Technical Regulation on the Procedure for Identifying the Colorado Potato Beetle (Leptinotarsa decemlineata (Say)).

2. National Technical Regulation on the Procedure for Identifying the Larger Grain Borer (Prostephanus truncatus (Horn.)) as a Plant Quarantine Pest in Vietnam.

Code: QCVN 01-136 : 2013/BNNPTNT.

3. National Technical Regulation on the Procedure for Assessing Environmental Risks of Imported Biological Control Agents.

Code: QCVN 01-137 : 2013/BNNPTNT.

4. National Technical Regulation on the Procedure for Controlling Anthracnose (Colletotrichum sp.) in Pepper Fields.

Code: QCVN 01-138 : 2013/BNNPTNT.

5. National Technical Regulation on the Method for Blending and Treating Substrates for Growing Plants in Isolation Areas for Plant Quarantine.

6. National Technical Regulation on the Procedure for Investigating, Collecting, Processing, and Preserving Samples of Rice Virus Diseases.

Article 2. This Circular takes effect from August 29, 2013.

Article 3. The Director of the Plant Protection Department, Heads of relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.

IN THE COURSE OF IMPLEMENTATION, ANY DIFFICULTIES SHOULD BE PROMPTLY REPORTED TO THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT FOR STUDY AND AMENDMENT./.
