Pursuant to the proposal of the Director of the Department of Ethnic Affairs and Religion Propaganda;on This Circular guides the implementation of reverse repurchase transactions of government bonds (TPCP) from temporarily idle state treasury funds (NQNN) in Vietnamese dong (VND) of the State Treasury (KBNN)., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPenergy specialized agency under the People's Committee of the province/city.ục AND ENVIRONMENT ISSUES THIS CIRCULAR ON

national technical standards for the environment:yThis Circular promulgates four national technical standards for the environment:i 1) QCVN 05:2013/BTNMT - National technical standard on ambient air quality; 2) QCVN 50:2013/BTNMT - National technical standard on hazardous thresholds for sludge from water treatment processes;

Article 1. 3) QCVN 51:2013/BTNMT - National technical standard on industrial steel production emissions;

4) QCVN 52:2013/BTNMT - National technical standard on industrial steel production wastewater.

This Circular takes effect from January 1, 2014.

The Director of the General Department of Environment, Heads of units under the Ministry of Natural Resources and Environment, Directors of Provincial Departments of Natural Resources and Environment, and relevant organizations and individuals shall be responsible for implementing this Circular.

4) QCVN 52:2013/BTNMT - National Technical Regulation on Industrial Wastewater from Steel Production.

Article 2. This Circular takes effect from January 1, 2014.

Article 3. The Director of the Environmental Administration, Heads of units under the Ministry of Natural Resources and Environment, Directors of Provincial Departments of Natural Resources and Environment, centrally governed cities, and related organizations and individuals are responsible for implementing this Circular.
