CIRCULAR

Regulations on the List of State Secrets of Degree Secret of the Vietnam Farmers' Union

Pursuant to the Ordinance on Protection of State Secrets No. 30/2000/PL-UBTVQH10 dated December 28, 2000 of the Standing Committee of the National Assembly;

Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protection of State Secrets;

Pursuant to Decree No. 77/2009/NĐ-CP dated September 15, 2009 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

Pursuant to Decree No. 21/2014/NĐ-CP dated March 25, 2014 of the Government amending Article 3 of Decree No. 77/2009/NĐ-CP dated September 15, 2009 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

After reaching consensus with the Chairman of the Central Executive Committee of the Vietnam Farmers' Union, the Minister of Public Security promulgates this Circular stipulating the List of State Secrets of Degree Secret of the Vietnam Farmers' Union as follows:

Article 1. The List of State Secrets of Degree Secret of the Vietnam Farmers' Union includes information, documents, and data within the following scope:

1. Information, documents, and data from investigations and surveys regarding the current ideological situation and living conditions of cadres, members, and farmers that have not been or will not be publicly disclosed.

2. Documents and materials for reviewing, evaluating, and handling cadre work of the Union related to internal political security work that have not been publicly disclosed.

3. Content of meetings between Party and State leaders and the Central Standing Committee of the Vietnam Farmers' Union on political and internal issues of the Vietnam Farmers' Union that have not been publicly disclosed.

4. Content of member mobilization work assigned by the Political Bureau and the Secretariat to the Central Vietnam Farmers' Union for study that have not been publicly disclosed.

5. Information and documents of the Party Group of the Vietnam Farmers' Union related to security and defense work; ethnic and religious affairs of the Central Vietnam Farmers' Union that have not been publicly disclosed.

6. Information and documents exchanged between foreign individuals, organizations, and international organizations and the Vietnam Farmers' Union that both parties agree not to disclose. Policies and measures for external activities of the Central Vietnam Farmers' Union that have not been publicly disclosed.

7. Files and documents on ongoing inspections and audits; reports on inspection and audit results and resolution of complaints and denunciations within the Vietnam Farmers' Union at all levels that have not been publicly disclosed.

8. Cadre files of the Provincial Farmers' Union Executive Committees and the Central Vietnam Farmers' Union.

9. Documents on the internal computer system, database, passwords, regulations, and conventions ensuring information security of the Central Vietnam Farmers' Union.

10. Documents of the Vietnam Farmers' Union using information and documents listed in the List of State Secrets of Degree Secret of other agencies and organizations.

Article 2. Effective Date

This Circular takes effect from September 9, 2014, and replaces Decision No. 1305/2004/QĐ-BCA(A11) dated November 12, 2004 of the Minister of Public Security on the List of State Secrets of Degree Secret of the Vietnam Farmers' Union.

Article 3. Responsibility for Implementation

1. The competent authorities of the Central Vietnam Farmers' Union and the Ministry of Public Security shall be responsible for inspecting and guiding the implementation of this Circular.

2. Ministries, ministerial-level agencies, agencies under the Government; People's Committees of provinces and centrally governed cities shall be responsible for implementing this Circular./.
