Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on National Reserves No. 22/2012/QH13 dated November 20, 2012;

Pursuant to Decree No. 94/2013/NĐ-CP dated August 21, 2013 of the Government detailing the implementation of the Law on National Strategic Reserves;

Pursuant to Decree No. 215/2013/NĐ-CP dated December 23, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the request of Circular No. 8730/BNN-KH dated October 26, 2015 of the Ministry of Agriculture and Rural Development regarding the extension of the Circular stipulating the standard fees for managing national strategic reserves,

At the request of the Director General of the State Reserve Administration,

The Minister of Finance hereby issues this Circular on the continued application of the standard fees for importing, exporting, and storing vegetable seeds and national strategic pesticide reserves managed by the Ministry of Agriculture and Rural Development under Circular No. 21/2013/TT-BTC dated February 25, 2013 of the Ministry of Finance stipulating the standard fees for importing, exporting, and storing vegetable seeds managed by the Ministry of Agriculture and Rural Development; and Circular No. 22/2013/TT-BTC dated February 25, 2013 of the Ministry of Finance stipulating the standard fees for importing, exporting, and storing national strategic pesticide reserves managed by the Ministry of Agriculture and Rural Development until December 31, 2016.

Article 1. Continue to apply the standard fees for importing, exporting, and storing vegetable seeds and national strategic pesticide reserves managed by the Ministry of Agriculture and Rural Development under Circular No. 21/2013/TT-BTC dated February 25, 2013 of the Ministry of Finance stipulating the standard fees for importing, exporting, and storing vegetable seeds managed by the Ministry of Agriculture and Rural Development (hereinafter referred to as Circular No. 21/2013/TT-BTC); and Circular No. 22/2013/TT-BTC dated February 25, 2013 of the Ministry of Finance stipulating the standard fees for importing, exporting, and storing national strategic pesticide reserves managed by the Ministry of Agriculture and Rural Development (hereinafter referred to as Circular No. 22/2013/TT-BTC) until December 31, 2016.

Based on the standards and contents of the standards stipulated in Circular No. 21/2013/TT-BTC, Circular No. 22/2013/TT-BTC, and Circular No. 108/2013/TT-BTC dated August 13, 2013 of the Ministry of Finance stipulating the management of economic and technical standards for national strategic reserves, the Ministry of Agriculture and Rural Development shall specify these standards in accordance with the conditions of the sector without exceeding the prescribed standards.

Article 2. Effective Date

Article 1. This Circular takes effect from April 15, 2016.

Article 2. Heads of units related to the management of vegetable seeds and national strategic pesticide reserves shall be responsible for implementing this Circular./.
