CIRCULAR
REGULATIONS ON INFRASTRUCTURE, EQUIPMENT AND TRAINING OF SPECIALIZED STAFF FOR BASKETBALL
Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities;
Pursuant to Government Decree No. 79/2017/NĐ-CP dated July 17, 2017, on functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism issues this Circular on infrastructure, equipment and training of specialized staff for Basketball.
Article 1. Scope of Regulation
1. This Circular stipulates infrastructure, equipment and training of specialized staff to meet requirements for practicing and competing in Basketball.
2. Standards for infrastructure and equipment for high-performance sports training and competition in Basketball shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.
Article 2. Applicability
This Circular applies to organizations and individuals organizing training, competition and training of specialized staff for Basketball in Vietnam.
Chapter 3. Infrastructure and Equipment for Training
1. Basketball court
a) The basketball court must have a length of at least 28 meters and a width of at least 15 meters;
b) The surface of the basketball court must be flat, hard, non-slippery and free from obstacles;
c) For outdoor basketball courts, fences, nets or walls surrounding the court must be at least 2 meters away from the sidelines and at least 5 meters away from the end lines. In cases where outdoor basketball courts are adjacent to residential areas, schools, public facilities or roads, the fences, nets or walls surrounding the court must be at least 3 meters high;
d) For indoor basketball courts, the height from the court surface to the ceiling must be at least 8 meters; the walls must not be made of reflective materials.
2. Hoop assembly
a) The hoop and rim must be made of metal;
b) The backboard must be made of synthetic plastic or wood;
c) The net must be made of nylon thread;
d) The distance from the top edge of the rim to the basketball court surface vertically must be 3.050 meters for players over 12 years old or less than 3.050 meters for players under 12 years old.
3. Basketball ball
a) The basketball ball must be suitable for each category as prescribed by the Basketball Competition Law;
b) Ensure that each person has at least one basketball ball.
4. Lighting must ensure a minimum illumination of 300 lux on the court.
5. There must be an emergency first aid kit as prescribed by the Ministry of Health; there must be changing rooms, storage areas and restrooms.
6. There must be a bulletin board displaying the main contents: Training hours, participants, attire, equipment when participating in training, measures to ensure order and safety during training.
Chapter 4. Infrastructure and Equipment for Competition
1. Infrastructure and equipment for Basketball competitions shall be implemented in accordance with Clauses 1, 2, 4, 5 and Point a Clause 3 of Article 3 of this Circular.
2. The court surface must be made of wood or synthetic material.
3. Each court must have cleaning tools.
Article 5. Ratio of Training Guidance
1. Each trainer may guide no more than thirty people in one session.
2. The training density must be ensured at a minimum of 10 square meters per person.
1. The General Department of Physical Education and Sports, the Vietnam Basketball Federation or the Departments of Culture, Sports and Tourism, and Departments of Culture and Sports of provinces and centrally governed cities organize specialized training for trainers of Basketball.
2. The General Department of Physical Education and Sports is responsible for developing the content and program for specialized training of Basketball trainers, to be submitted to the Minister of Culture, Sports and Tourism for approval.
3. Certificates of specialized training for Basketball trainers shall be issued by the training organization. The format of the certificate of specialized training for Basketball trainers is specified in the Appendix attached to this Circular.
Article 7. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Cultural, Sports and Tourism Inspection Agency shall conduct inspections and handle violations of this Circular within its authority.
3. The Departments of Culture, Sports and Tourism, and Departments of Culture and Sports of provinces and centrally governed cities are responsible for implementing this Circular.
Article 8. Effective Date
This Circular takes effect from December 1, 2018.
During implementation, if any difficulties arise, agencies, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for study and prompt resolution./.
