CIRCULAR
Regulations on the List of Telecommunications Services Subject to Quality Management
Pursuant to the Law on Telecommunications dated November 23, 2009;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;
Pursuant to Decree No. 25/2011/NĐ-CP dated April 6, 2011, issued by the Government, detailing and guiding the implementation of certain provisions of the Law on Telecommunications;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of the Product Quality Law;
Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017 of the Government Chairman stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
At the proposal of the Director of the Telecommunications Administration,
The Minister of Information and Communications issues this Circular regulating the List of Telecommunications Services Subject to Quality Management.
Article 1. The List of Telecommunications Services Subject to Quality Management and corresponding National Technical Regulations applicable to each service are as follows:

In case the corresponding national technical regulation for the above services is replaced by a new regulation, the new regulation shall be applied.
Article 2. Implementation clause
1. This Circular takes effect from December 15, 2020 and replaces Circular No. 35/2015/TT-BTTTT dated December 15, 2015 of the Minister of Information and Communications regulating the List of Telecommunications Services Subject to Quality Management.
2. Directors of the Telecommunications Department; Heads of agencies and units under the Ministry of Information and Communications; Directors of Provincial Departments of Information and Communications; General Directors and Directors of telecommunications enterprises and other related organizations and individuals are responsible for implementing this Circular.
3. Any difficulties encountered during implementation should be promptly reported to the Ministry of Information and Communications (Telecommunications Department) for consideration and resolution.
