Issuing the List of raw materials, semiconductor materials, equipment, machinery, and tools for the semiconductor industry encouraged to develop investment

tools for the semiconductor industry are encouraged to be invested in and developed

Pursuant to the Digital Industry Law No. 71/2025/QH15;

Pursuant to the Decree No. 55/2025/NĐ-CP stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

At the proposal of the Director of the Information Technology Industry Department;

The Minister of Science and Technology issues this Circular on issuing the List of raw materials, semiconductor materials, equipment, machinery, and tools for the semiconductor industry encouraged to develop investment. 

Clause 4 of Article 6Attached herewith is the List of raw materials, semiconductor materials, equipment, machinery, and tools for the semiconductor industry encouraged to develop investment.

The List shall be adjusted and updated in accordance with the Vietnam Semiconductor Industry Development Strategy and management requirements of the sector and field at each period.

Article 2. Implementation

Clause 1. This Circular takes effect from January 1, 2026.

2. Organizations and enterprises engaged in the production of raw materials, semiconductor materials, equipment, machinery, and tools for the semiconductor industry listed in the Appendix of this Circular shall apply preferential investment policies for special industries according to the Investment Law and other relevant laws.

Shall have the responsibility to provide and update information on raw materials, semiconductor materials, equipment, machinery, and tools for the semiconductor industry encouraged to develop investment on the National Information System on Digital Industry.

3. The Head of the Ministry's Office, the Director of the Information Technology Industry Department, the Heads of agencies, organizations, enterprises, and individuals related shall be responsible for implementing this Circular.

4. During the implementation process, if there are difficulties or new issues arise, agencies, organizations, enterprises, and individuals are requested to promptly reflect them to the Ministry of Science and Technology (Information Technology Industry Department) for research, consideration, guidance, or amendment and supplementation in accordance with regulations./.
