CIRCULAR NO. 32/TT-GD OF NOVEMBER 11, 1976 ISSUED BY THE MINISTRY OF EDUCATION
PROVISIONALLY REGULATING THE WORKING REGIME OF TEACHERS AND THE ARRANGEMENT AND USE OF STAFF SERVING INSTRUCTION IN SCHOOLS

On the basis of the regulations on the working conditions for teachers stipulated by the Ministry of Education in Circular No. 46-TT/GD dated October 24, 1962, and Circular No. 21-TT/GD dated December 10, 1968, the Ministry of Education now temporarily regulates the working conditions for female and male teachers teaching at general secondary schools, supplementary education schools, and teacher training colleges in southern provinces to suit the current situation as follows:

 

I- OBJECTIVES, REQUIREMENTS

The regulation of working conditions for teachers aims to define the tasks of female and male teachers during the teaching process and the time allocated to each task to help each teacher fully utilize their collective autonomy rights, enhance their sense of responsibility in completing educational and teaching tasks effectively. Additionally, such regulations provide a basis for educational management agencies to plan education, assist school principals in organizing and managing teachers' work reasonably, standardize all activities of female and male teachers, and create favorable conditions for teachers and schools to fulfill their educational responsibilities towards young generations.

Besides the main workforce in schools, which consists of teachers, the staff and auxiliary personnel supporting teaching have the task of assisting the principal and teachers in school management and teaching activities, contributing to improving the quality of teaching by teachers and learning by students.

 

II- TASKS OF TEACHERS' WORK

1- The educational and teaching tasks are the primary duties of teachers carried out throughout the academic year, including classroom teaching (theoretical lessons, problem-solving sessions...); pre-class and post-class activities (lesson preparation, making teaching aids, tutoring underperforming students, nurturing outstanding students, marking assignments, supervising practical exercises, organizing extracurricular activities, participating in professional meetings, visiting students' parents, and having time for self-study and improvement...); examination supervision and marking (promotion exams, semester exams, graduation exams...).

2- The task of organizing and guiding students to participate in social activities, labor construction of school facilities, and production activities to link schools with societal realities, connect theory with practice, and conduct comprehensive student education.

3- The task of studying and improving aims to enhance the political, cultural, and professional qualifications of teachers through organized training sessions and individual self-study.

4- In addition to the main tasks mentioned above, depending on their capabilities, teachers may also participate in some organizational and social work (such as literacy campaigns and supplementary education, propaganda of Party and Government policies, and dissemination of science and technology to workers).

 

III- SPECIFIC REGULATIONS ON THE WORKING REGIME
OF TEACHERS

1- Distribution of working hours in a year.

There are 52 weeks in a year, excluding 4 weeks of summer vacation, 3 weeks of major holidays, Lunar New Year, and annual conferences, leaving 45 weeks for distributing tasks as follows:

- Educational and teaching tasks: 30 weeks

- Study and improvement tasks: 12 weeks, including 9 weeks organized during the summer and 3 weeks interspersed within the school year (from January 1 of this year to May 31 of the following year).

- Tasks of organizing and guiding students to participate in production activities and social activities: 3 weeks, averaging one session per week.

2- The regime of classroom teaching for teachers.

a) Teachers at general education schools:

- Primary level: Each teacher is responsible for one class, including class management duties.

- Secondary level: 18 hours per week.

- High school level: 16 hours per week.

For secondary-level social studies teachers and high school literature teachers, if they teach two literature classes, they are reduced by 2 hours per week, and if they teach three literature classes, they are reduced by 3 hours per week.

b) Teachers at concentrated literacy completion schools.

- Primary level: 18 hours per week, literature teachers: 16 hours per week.

- Secondary level: 16 hours per week, literature teachers: 14 hours per week.

- High school level: 14 hours per week, literature teachers: 12 hours per week.

c) Teachers at teacher training colleges.

- Teachers of subjects such as Literature, Politics, Psychology, Education: 10 hours per week.

- Teachers of subjects such as Mathematics, Physics, Chemistry, Biology, History, Geography, Industrial and Agricultural Technology: 12 hours per week.

- Teachers of other subjects: 14 hours per week.

Each teacher must ensure they teach the standard number of hours and complete the aforementioned tasks. Additionally, based on their subject specialty, teachers need to collaborate with mass organizations, assist the school principal in implementing the contents of school activities (such as political teachers with ideological education for teachers and students; physical education teachers with sports activities throughout the school...).

3- Reduction in teaching hours for principals, vice-principals, and teachers performing兼任职务的教师。

In schools, the principal's and deputy principal's tasks and other specialized tasks (commonly referred to as兼任任务) are all undertaken by teachers. To allow these teachers sufficient time to perform their assigned tasks, the reduction in weekly classroom teaching hours is uniformly regulated as follows:

b) 对于集中补习学校。

校长:

- 学校少于5个班级:每周授课6小时。

- 学校从5至10个班级:每周授课4小时。

- For schools with more than 10 classes: Teach 2 hours/week.

Deputy principal: The number of reduced hours is half that of the principal.

c) Regarding teacher training secondary schools.

- For schools with fewer than 500 students: The principal teaches 2 hours/week, the deputy principal teaches 4 hours/week.

- Class headmaster: Reduced by 2 hours/week.

- Secretary of the Communist Youth League of Ho Chi Minh; reduced by 4 hours per week for schools with fewer than 1000 students and 6 hours per week for schools with 1000 students or more. If there is a dedicated staff member, then the secretary (who is a teacher) will only be reduced by half of those hours.

- Head of specialized department: Reduced by 2 hours/week.

- Laboratory supervisor: Reduced by 3 to 5 hours/week, depending on the school's equipment.

 

IV- REGIME OF MEETINGS AND STUDY FOR TEACHERS

1- Meetings with professional work content shall be conducted during working hours, specifically:

- Full faculty meeting: Once a month, each session lasting 4 hours.

- Specialized department meeting: Twice a month, each session lasting 4 hours.

- Professional group meeting: Twice a month, each session lasting 2 hours.

2- Meetings of mass organizations: Party, Trade Union, Youth League shall be held outside regular working hours. Night meetings should not exceed 10 PM.

3- Meetings between the principal and class teachers, with teachers responsible for other兼任tasks in the school, and the aforementioned specialized meetings need to be well-prepared in terms of content, convened with the correct participants to save time and improve meeting quality.

Schools need to strengthen notification methods to reduce unnecessary meetings.

 

V- THE ARRANGEMENT AND USE OF STAFF SERVING EDUCATIONAL WORK AND TEACHING IN SCHOOLS
SCHOOLS

1- For concentrated supplementary education schools and teacher training colleges, the number of various types of staff and auxiliary personnel required for educational and teaching activities should be arranged according to the number of students and trainees in the school, such as: Academic Affairs Officer, Organizational Staff, Laboratory Assistant, Library Staff, Administrative Staff, School Management Staff, Security Staff, Canteen Staff, Childcare Staff... These staffing quotas will be reviewed and distributed by the Ministry of Education (if it is directly under the Ministry) and the Department of Education (if it is directly under the Departments) after consultation with the corresponding staffing management agency.

2- For general secondary schools, in the short term, the following types of auxiliary personnel for teaching should be uniformly arranged according to Decision No. 248-TTg dated November 22, 1973, of the Prime Minister, and Decision No. 07-QĐ dated January 23, 1975, of the State Planning Commission:

For schools with a scale of 30 classes or more, where school management faces many difficulties, the Departments of Education need to report to the People's Committee of the province or city to arrange additional 1 to 2 personnel to handle office work and school security.

Security personnel at primary and secondary schools in rural areas will be selected by the People's Committee of the commune from active local laborers. These personnel will receive monthly remuneration according to Decision No. 248-TTg dated November 22, 1973, of the Prime Minister, and Circular No. 43-TT/GD dated December 19, 1974, of the Ministry of Education.

Our schools have just resumed operations or newly established after liberation, thus organizational stability has not been achieved yet. Many tasks have been set for schools to address to ensure students' learning and teachers' teaching.

This Circular sets out the main labor norms for teachers. In practice, schools must still encourage teachers to overcome difficulties and perform necessary tasks for the school that are not specified in this Circular. In the future, as the activities of the school gradually stabilize and the organization of the school becomes more established, the Ministry will study to establish more detailed and comprehensive regulations.

Teachers who teach beyond the standard hours will be compensated for overtime teaching according to regulations in another document.

This Circular takes effect from the 1976-1977 academic year for all secondary schools, cultural supplementary schools, and teacher training colleges in provinces from Bình Trị Thiên inward. All other documents previously addressing this issue are hereby abolished.
