CIRCULAR

OF THE JOINT MINISTRY OF EDUCATION AND LABOR DECREE NO. 32/TT-LB DATED November 21, 1972 GUIDING THE GRADING OF SALARIES FOR STUDENTS GRADUATING FROM UNIVERSITIES, TEACHER TRAINING INSTITUTIONS FOR PRIMARY SCHOOL TEACHERS, AND SECONDARY SCHOOL TEACHERS

 

In order to improve the quality of teachers to meet the requirements for enhancing the overall educational standards, the Council of Ministers issued Decision No. 128/CP dated August 14, 1967 stipulating that teacher training universities have the responsibility to train university-level teachers for secondary schools. The Joint Ministry of Education and Higher Education and Secondary Specialized Schools issued Circular No. 20/TT-LB dated July 29, 1969 stipulating the establishment of a middle-level teacher training system to train teachers for primary schools. Now, the Joint Ministry of Education and Labor guides the grading of salaries for students graduating from the aforementioned teacher training programs as follows:

I. PROBATIONARY PERIOD

1. For those who were originally students selected, graduated, and assigned to teach, they must go through a probationary period:

- Those who graduated before July 4, 1970 shall undergo a 18-month probationary period for university graduates and a 12-month probationary period for middle-level graduates according to the provisions set forth in Circular No. 12/TT-LB dated June 8, 1968 of the Joint Ministry of Interior and Labor.

2. For those who were originally teachers in various fields or education management staff at all levels meeting the criteria and were sent to study, now having graduated and been assigned to teach in their specialized field and position, they are exempted from the probationary period.

 

II- SALARY GRADING

1. Salary Level:

Graduates from the aforementioned teacher training programs shall be classified into salary levels for teachers with middle-level and university teacher training qualifications as prescribed in Directive No. 16/TTg dated February 24, 1964 of the Prime Minister and Circular No. 04.LĐ/TT dated March 9, 1964 of the Ministry of Labor guiding new starting salary levels, specifically:

a) Secondary school teachers who graduated from university teacher training programs:

- Programs lasting less than four years shall be classified into the starting salary level of 55.

- Programs lasting four years or more shall be classified into the starting salary level of 60, of the salary scale for university teacher training graduates.

b) Primary school teachers who graduated from middle-level teacher training programs:

- Programs such as 7+2, 7+3...10+3 shall be classified into the starting salary level of 45.

- Program 10+2 shall be classified into the starting salary level of 50, of the salary scale for middle-level teacher training graduates.

2. Salary Payment:

a) If they graduate during the probationary period, they shall receive 85% of the starting salary level from the date of employment. Upon formal recruitment, they shall be classified into the starting salary level from the end of the probationary period.

b) If they are employed as teachers without graduating, they shall receive 75% of the starting salary level. After retaking the exam and passing, they shall receive 85% of the starting salary level from the date of graduation certification, and their teaching performance, work spirit, and attitude will be reviewed to reduce the probationary period. If they fail the retake or do not want to retake it, they will not be recruited as teachers; if they request other work and meet the criteria, they will be considered for other positions based on their work.

c) For old teachers and education management staff who were sent to study and are exempted from the probationary period:

If they graduate and their previous salary is lower than or equal to the starting salary level, they shall be classified into the starting salary level; if their previous salary is higher, they shall continue to receive their previous salary. If their previous salary is close to the upper levels of the starting salary scale mentioned in Section II Point 1 and the internal relationship is reasonable, they shall be classified into that salary level. If they do not graduate, they shall retain their previous salary. After retaking the exam and passing, they shall be classified as stated above from the date of graduation certification.

 

III- IMPLEMENTATION PROVISIONS

This circular guiding the grading of salaries applies only to primary and secondary school teachers trained through long-term centralized and part-time programs at middle-level teacher training institutions recognized by the Ministry of Education and university teacher training institutions for secondary school teachers recognized by the Prime Minister. Teachers graduating from institutions not recognized by the aforementioned authorities are not subject to this circular.

This circular takes effect from the date of issuance. Those who graduated before the issuance of this circular and have not yet been classified into the correct salary level as guided in Section II shall be reclassified into the new salary level from the date of the reclassification decision; back payment will not be pursued.

It is required that the Administrative Committees of autonomous regions, provinces, and centrally-administered cities grade the salaries for students graduating from the aforementioned teacher training programs according to the guidance of this circular. During implementation, if there are any difficulties, please report them to our joint ministries for research and further guidance.
