Regarding the list of State Secrets of Confidential level for the Communist Review

 THE MINISTER OF PUBLIC SECURITY

Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;

Pursuant to Decree No. 136/2003/ND-CP dated November 14, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protection of State Secrets;

After reaching consensus with the Editor-in-Chief of the Communist Review,

DECISION:

Article 1. The list of State Secrets of Confidential level for the Communist Review includes information within the following scope:

1. Research topics on the policies, guidelines, and policies of the Party and the State conducted by the Communist Review that have not yet been published;

2. Guidance opinions of Party and State leaders regarding the operations of the Communist Review that have not been or have not yet been published;

3. Information and materials related to internal politics, national defense, security, and foreign affairs collected by reporters and editors of the Communist Review that have not been or have not yet been published;

4. Letters and documents from readers sent to the Communist Review containing content contrary to the Party's viewpoints or related to national defense and security that have not been or have not yet been publicly disseminated;

5. Personnel files of staff at the department level or higher in the Communist Review; results of verification and resolution of complaints and denunciations within the Communist Review that have not been published;

6. Materials related to the design of the computer system of the Communist Review; regulations and conventions concerning the security of network computers and personal computers containing information and materials related to the work of the Communist Review.

Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette. Relevant agencies of the Communist Review and the Ministry of Public Security are responsible for inspecting the implementation of this Decision.

Article 3. Ministries; ministerial-level agencies and agencies under the Government; People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
